The Plan’s overall goal is to actively contribute to the restriction and eradication of outmoded social practices, to promote good traditions, and to establish new and progressive cultural values. Furthermore, it is to create a province of solidarity, mutual support, and love in the community, unite to assist each other in developing production, to improve living standards, contributing to the successful implementation of socioeconomic development goals and tasks, and maintaining local political security, social order, and safety. Increasing the involvement of Party committees and local governments in task direction, and continuing to encourage and provide conditions for people to engage in the creation and implementation of conventions and regulations. Direct the review control, rapidly change, supplement, appraise, and approve the quality assurance conventions and norms, thereby contributing to the promotion of the role of village conventions and norms in residential community social management.
Specific goals have been established, including the goal of completing 100% of villages and residential quarters in the city region by 2025. Without breaking restrictions, 100% of villages and residential quarters have a convention to evaluate, change, and augment.
Promoting basic cultural values
To achieve the aforementioned aims, the City will strengthen the organization to properly comprehend and communicate the contents and new laws of the Government, ministries, and industry connected to the formation and execution of conventions and norms in different and effective forms. The city’s press and media outlets encourage propaganda and the transmission of the contents of Prime Minister’s Decision No. 22/2018/QD-TTg dated May 8, 2018, as well as other pertinent papers. Organize the incorporation of propaganda and distribution of the Decision into the actions of agencies, units, and localities concerned. Organize training, propaganda and dissemination of the content of Decision No. 22/2018/QD-TTg dated May 8, 2018 in forms suitable to the actual conditions and situation of the locality, each audience and location (through the integration of topics in conferences, training courses, updating new legal knowledge according to the work plan on legal dissemination and education); direct the commune-level People’s Committees to organize propaganda and disseminate the contents of the Decision.
Furthermore, in line with the terms of the Government Law and the City document system established, the City will examine, propose, amend, supplement, replace, cancel, or issue new necessary legal documents to guarantee consistency. Examining the legality of the conventions and norms that have been violated, as well as reviewing the accepted conventions and norms.
Effectively promote local conventions and norms in building basic cultural life, specifically: Reviewing, recording and promoting the value of good customs and practices, including: Assessing, recognizing the progressive customs and practices to add to the conventions and norms; correcting, learning from experience, advocating for the elimination and non-application of illegal contents, contrary to national customs and practices, outdated and not ensuring gender equality, discriminating against women in the village conventions and norms of villages and residential quarters. Supplementing contents on domestic violence prevention and control, tobacco harm prevention and control, building new countryside, wards and townships up to urban civilization standards, contents of the Movement “All people unite to build the new cultural life”.
Simultaneously, put in place the conventions and norms connected with the grassroots democratic regulation and emulation movements. Build and develop grassroots cultural life, build new rural areas and civilized cities, as well as preserve and promote heritage values, including: associating the construction and implementation of village conventions and norms with the movement “All people unite to build the new cultural life”; “Building a new countryside and a civilized city”; and regularly inspect, review, and guild the implementation to maintain and well carry out the convention’s standards. Concretize encouraging standards for implementing a civilized lifestyle at weddings, funerals, and festivals, and incorporate the City’s code of conduct in public areas into conventions and norms to harmonize community practice. Put the assessment of the implementation of the conventions and norms into account is a content of the Movement “All people unite to build cultural life”. Associate the formulation and implementation of conventions and norms with the protection and promotion of the value of cultural heritage; synthesize and make statistics of intangible cultural heritages and social practices recorded in recognized conventions and norms in order to take measures to protect and promote their values. At the same time, make records and put it on the list of conservation and promotion of values in the community. Promote efficiency, conventions and norms in ethnic minority communities.
Department of Culture and Sports is the unit assigned by the City People’s Committee to assume the prime responsibility for, and advise the City People’s Committee to perform the state management of the construction and implementation of conventions and norms in the city.
