Accordingly, Hanoi City People’s Committee requests that Department of Transport assume the prime responsibility and cooperating with Department of Health, Hanoi Transport Corporation, and transportation businesses in increasingly ensuring order and traffic safety and taking measures to prevent and control COVID-19 under the direction of the Prime Minister in notice No. 164/TB-VPCP dated April 23, 2020 by the Government Office of announcing the conclusion of Prime Minister Mr. Nguyen Xuan Phuc at the meeting of the Government Standing Committee on prevention and control of COVID-19; improving the quality of passenger service; ensuring vehicle technical safety; meeting transportation requirements in the stage of prevention and control of COVID-19, ensuring order and environmental sanitation at bus stations, train stations, etc.; improving selling ticket methods; applying online ticketing; promoting electronic ticketing application; publicly quoting route fares; preventing illegal speculation and ticket price rise; and ensuring security, safety and, convenience for passengers;

Strengthen the supervision, inspection, and strict handling administratively and economically drivers who do not comply or violate regulations on ensuring technical safety of vehicles and traffic order and safety; have bus station management units intensify the cooperation with public passenger transport units in managing vehicles to ensure safety conditions before departure; clear illegal stations.

 

Department of Transport and the City Public Security shall continue to promote the implementation of Law on Prevention and Control of Harms of Liquor and Beer Abuse in Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; strengthen traffic order and safety under the Prime Minister’s direction in directive No. 16/CT-TTg dated March 31, 2020 on taking urgent measures to prevent and control COVID-19;

 

Transportation Inspectorate units, Traffic Police, and other functional forces shall set up mobile interdisciplinary task forces, maintain a 24-hour force, build a plan for patrol and control, thoroughly handling acts of encroachment on roadbeds, pavements, sidewalks, and traffic safety lobbies to ensure order and traffic safety at key roads and areas at risk of traffic accidents; strictly handle cases of violating the law on ensuring order and traffic safety with regard to the transportation of dangerous, flammable goods and acts threatening to cause traffic accidents.

Develop a traffic organization plan which ensures appropriate traffic safety on key traffic routes, promptly clears congestion on roads with large traffic volume during peak periods, and not leave traffic jams lasting for over 30 minutes.

Strengthen the inspection and supervision of the implementation of regulations on labor safety, traffic organization, order and traffic safety assurance, and environmental protection on ongoing transport works in the City; cooperate with People’s Committees of districts and towns and units in the railway and waterway sectors in taking measures to ensure traffic safety at intersections between roads and railroads, wharves, and waterway ports on rivers locating in the City; promptly detect traffic safety risks at the above-mentioned locations and cooperate with management units in taking solutions.

Assume the prime responsibility in cooperation with relevant units of Ministry of Transport, project owners, and functional units of the neighboring provinces in developing a plan to ensure the operation and circulation through road toll stations (BOT projects).

The City People’s Committee requires that Department of Transport and People’s Committees of urban districts, rural districts, and towns effectively carry out the inspection, review, and maintenance of bridges, roads, and bridges for pedestrian; timely repair damaged and patch potholes to ensure smooth circulation on roads and bridges; promptly add and repair signs, barriers, signal lights, and manhole covers, especially on main streets with high traffic volumes, etc. in order to avoid traffic accidents due to poor transport infrastructure; and inspect and urge construction units to enhance traffic organization, ensure traffic circulation, arrange instructors, and not to cause traffic jams with the construction of works.

Department of Information and Communications shall assume the prime responsibility and cooperate with Departments of Transport, Department of Education and Training, the City Public Security, People’s Committees of districts and towns, Office of City Traffic Safety Committee, Hanoi Youth Union, Hanoi Radio and Television, and the City newspapers in strengthening the propaganda, dissemination, and education of law provisions on order and traffic safety to residential quarters, residential clusters, villages, neighborhoods, hamlets, schools, members of Youth Union, and young people, and make known to them measures to prevent traffic accidents, especially to prevent boat sinking and motorbike and coach accidents.

Department of Health shall direct medical examination and treatment facilities in the City to strengthen forces, means, medical equipment, medicines, and blood storage to ensure readiness at the highest level in rescuing victims of accidents, minimize loss of life in the case of a traffic accident.
