This is one of the City’s plans to concretize Program No. 06-CTr/TU of the Hanoi Party Committee (term XVII) on “Developing culture; Improving human resources quality ; building elegant and civilized Hanoians in the period of 2021-2025″.
Promoting the elegance of Hanoians
For implementation, the city has set out general goals and specific targets to create a clear change in the implementation of the urban civilized lifestyle of each resident, neighborhood, and residential cluster as well as preserve and promote the traditional cultural values, the elegance of Hanoians, create habits; and form a civilized lifestyle, a cultural lifestyle suitable to the modern world.
As a result, the city sets specific targets, striving that by 2025, the proportion of wards and townships meeting urban civilization standards will reach 40% or more (calculated from the total number of wards and townships in the city), ensuring that 100% of residential groups in the area recognized as cultural houses or places of cultural and sports activities operating regularly, attracting a large number of people to participate; 100% of residential groups in the area recognized with the title of “Cultural residential group” according to regulations; 90% or more households achieving the title of “Cultural family”; there are 1-2 public amusement spots in the area with outdoor exercise and sports equipment installed; 70% of agencies and units in the area achieved the cultural title according to regulations.

The city also aims to maintain regular mass cultural activities, physical training and sports; preserve historical – cultural relics and scenic spots; traditional forms of cultural activities and folk sports in the locality. At the same time, the city well implement the movement “All people unite to build cultural life”; ensure security, order and social safety; traffic safety; no social evils, serious criminal cases, violations of construction order.
The construction of wards and townships meeting urban civilization standards also ensures compliance with the Central Government’s regulations on criteria, including: Urban planning, urban traffic, urban environment and food safety; Security and urban order; Urban information and communication; Urban Culture and Sports; Urban health and education; The political system and the responsibilities of urban government.
In order to fulfill the above targets, the City People’s Committee notes that the construction of wards and townships meeting the standards of urban civilization must maximize the internal resources of the locality, the people and the attention of the authorities at all levels, mass organizations associated with the tasks and goals of economic, cultural – social development of the city and locality. On the other hand, it must complete the mechanism, closely coordinate, promote the role of the whole political system, all levels and branches in implementation as well as ensure quality, synchronous and scientific.
The Department of Culture and Sports – Standing agency of the Steering Committee of the Movement “All people unite to build the cultural life in City” is assigned the task of presiding over and coordinating with other departments, agencies, People’s Committees of districts and towns to organize the implementation of this plan; monitor, guide and examine the results of wards and townships meeting the standards of urban civilization in the area. Presiding over and advising the City People’s Committee to issue coordination mechanisms, guiding documents to improve the quality of titles “Cultural family”, “Cultural residential group”; guide the organization and operation of grassroots cultural and sports institutions; implement a civilized lifestyle in weddings, funerals and festivals, propagate and implement the Code of Conduct in public places in the city. Directing the organization of inspection and examination of cultural activities, advertising, classifieds, business activities of public cultural services… in order to promptly correct violations, build a healthy cultural environment, create a useful, rich and diverse playground to meet the needs of the people in the city. Participating in coordination with departments, agencies and People’s Committees of districts, towns in appraising and evaluating results of recognition of wards and towns meeting urban civilization standards in relevant fields. Presiding over, introducing models of building typical civilized urban wards and towns inside and outside the city, organizing exchanges, visiting and learning experiences. Organizing communication activities, contests, contests, shows, festivals; compiling and distributing leaflets, posters, propaganda manuals and widely disseminated to cadres, civil servants, public employees and people of all strata on the implementation of urban civilized lifestyle. Organizing training sessions, seminars to improve the capacity of staff to advise the Steering Committee of the All People’s Solidarity Movement to build cultural life at district and commune levels on the implementation of urban civilized lifestyles. Organizing the inspection and supervision of establishments implementing the Regulations on criteria for consideration and recognition of “Wards meeting urban civilization standards”, “Towns meeting urban civilization standards” in their respective fields.
