Party Municipal Secretary, Mr. Vuong Dinh Hue spoke at the inspection of the prevention and control of the COVID-19 pandemic and the preparation of the Party Congress of Bo De ward, Long Bien district.
Joining the inspection team were members of the Standing Board of the Party Municipal Committee: Chairman of the City’s Vietnam Fatherland Front Committee – Ms. Nguyen Lan Huong, Head of the Party Municipal Communication Committee – Mr. Nguyen Van Phong, Standing Vice Chairman of the City People’s Council – Mr. Nguyen Ngoc Tuan; Vice Chairman of People’s Committee – Mr. Ngo Van Quy; leaders of the Department of Health and Long Bien District Party Committee.
Obey instructions as wartime orders
Long Bien district has a complicated epidemiological factor with 9 cases of F0, 5 outbreaks, of which 2 outbreaks have been controlled, 3 ones are being monitored and controlled. Bo De ward is also a key area with 2 cases of F0, the latest of which is patient number 237 with COVID-19.
Mr. Vuong Dinh Hue checked the situation, listened to leaders of Long Bien District, Bo De Ward and the Party Committee of the residential areas reporting on the implementation of epidemiological investigation measures, quarantine and inspection in order to control the COVID-19 pandemic in the locality.
Secretary of the Long Bien District Party Committee – Mr. Do Manh Hai said that over the past time, the district has taken the direction of the central government and the city seriously and drastically as wartime orders, with the motto “4 on the spot”.
According to Party Secretary, Chairman of the People’s Council of Bo De Ward, Mr. Nguyen Ngoc Quang, the ward has promoted the active role of grassroots cadres, the responsibility of setting the example of party members.
And Mr. Dang Dinh Xuy, Secretary of the Sub-ward of Residential Group 4 (Bo De ward), said that the Party cell also established 10 working groups, each group of 2 people to manage 50 households in epidemic prevention and control. Party committees and the representatives of the residential groups exchange daily and hourly to direct, deploy and organize the implementation of epidemic prevention and control measures.

Social distancing is an act of love
Concluding, on behalf of the Party Committee and the city government, Party Municipal Secretary – Mr. Vuong Dinh Hue praised and thanked the people, business establishments, and business households in the area to voluntarily and seriously obey the instructions of the Central Committee, City Party Committee, City and District People’s Committees on anti-pandemic work.
“In times of trouble, the world and Vietnam are often close and shared. However, the current enemy is invisible, very contagious, difficult to detect. COVID-19 pandemic does not exclude anyone, so no one is outside. Whatever measures are taken by the Central and Government are difficult, temporarily decisions to limit. Up to now, it is very happy that the people have responded very well. At this time, social distancing is the best way to prevent the pandemic, so we hope everyone can do well”, the Party Committee Secretary shared.
Mr. Vuong Dinh Hue highly appreciated the involvement of the entire political system of the city, especially the leading shock forces such as the police, the army, the health service, the commissars, the authorities and most are officials in villages and residential groups. The officials urgently and drastically have implemented the Call of the General Secretary, President Nguyen Phu Trong, the instructions of the Government, the City Party Committee, the City People’s Committee, considered it as wartime orders, put the health and safety of the people first, obeyed, exercised determination, consistently, persevered, following the spirit that the City Party Committee repeatedly emphasized: Protect health for the whole people in the Capital are guarding for the whole country. Long Bien district has established 98 epidemic prevention and control teams; assigned 2 people to be in charge of 50 households, and go to every street and every house day and night to trace, verify, quarantine in many forms suitable for cases F0, F1, F2, etc.
Thanks to that, although Hanoi is the key and most complicated area for COVID-19 pandemic of the country, up to now, the city has basically controlled the situation, with important initial success, contributing to success of the whole country, recognized and appreciated by the international community.
The Party Municipal Committee Secretary emphasized that the city would like to thank the generosity of the Party Committees at all levels, the government, the people, and organizations and individuals in helping those in need affected by the epidemic, donating money and means for 40 near-poor households in Bo De ward. As businesswoman Truong An Xinh, Chairwoman of AZ Retail Company, etc. initiated the gift, food and foodstuff shops with a very simple message: “Who needs to get it. If you are in a difficult situation, please come get a pack per day. If you are fine, please give it to someone else”… This is a practical model.
Or, people and the authority of Hai Ba Trung district have donated and given gifts to hundreds of people on dialysis at Bach Mai Hospital. In one day, all Ciputra residents raised VND 1 billion and organized meals to send to 2 facilities of the National Hospital for Tropical Diseases.
Urban Infrastructure Development Investment Corporation (UDIC) within 7 days has completed the renovation of the 250-bed Me Linh field hospital and has been put into use. The businessman, Pham Nhat Vuong donates tens of thousands of quick test kits for Hanoi. In the coming time, hundreds of breathing machines will be produced to donate to the Ministry of Health, Hanoi in order to prevent the pandemic. In addition, many other examples, from the elderly to the children, across the country and in the capital are contributing to the fight against the pandemic.
“The pandemic does not change the fundamental values that Vietnam and Hanoi are pursuing in-depth, such as family cohesion, autonomy and independence of each individual in a solidarity group; the spirit of constantly learning and adapting to the changing times. This is also an opportunity to practice a society that obeys general discipline based on respect for individual choices, towards the common goal of the whole country”, Mr. Vuong Dinh Hue pointed out.
Do not be negligent, subjective
According to Party Municipal Secretary, Vuong Dinh Hue, the development of the COVID-19 pandemic is still very unusual. Over 3 mornings, no more positive cases were detected. On the afternoon of April 6, Hanoi alone discovered 4 new cases. Therefore, the general direction of the City Party Committee is not to be subjective, indifferent, and off guard.
All levels, branches and the entire people of the city must thoroughly grasp and strictly comply with the appeal of the General Secretary, President Nguyen Phu Trong, the directions of the Politburo, the Secretariat, the Government, and the Prime Minister, most directly the Directive No. 31-CT/TU dated April 3, 2020, of the Standing Committee of the Party Committee, to win in this difficult and difficult battle, in the spirit of prioritizing resources, strength and time for prevention and control of COVID-19.
Hanoi Party Committee Secretary emphasized that all levels and branches should continue to agree on the point of view of implementing in the spirit of “fighting the epidemic is like fighting against the enemy”, the whole country and each local area, each residential group is the battlefield, without dividing the rear (safe zone) or the front line. Therefore, the motto “4 on the spot” must be grasped in fighting the epidemic guidance.
Party Committee level, City Party Committee members must take the lead in gathering, leading and directing political forces (Women’s Union, Veterans Association, Youth Union, etc.) and local people participating in epidemic prevention and control. This is both the political army and the army directly “fighting”, preventing the spread of the epidemic. All levels and branches need to pay attention to all components involved in epidemic prevention and control in accordance with the Government’s Resolution No. 37/NQ-CP dated March 29, 2020, on many specific regimes in the prevention of COVID-19 pandemic.
Party committees and authorities create favorable conditions and support for social organizations and individuals in the area to show the spirit of volunteering, relief in difficult circumstances during social isolation; actively coordinate, review and support cases of poor and difficult households in accessing trust funds from the Social Policy Bank to restore production and business that are affected by the epidemic.
Party committees and residential groups enhance the coordination of information technology application at the simplest levels such as using social networks to connect and exploit the convenience of Hanoi SmartCity application of the city to continue receiving information and provide timely guidance in detecting and preventing possible cases of COVID-19 infection in the locality. This is the creative experience of many places in recent years.
The Party Municipal Secretary Vuong Dinh Hue indicated that learning from case No. 237, agencies, professional associations, hospitals, district medical centers, commercial centers, etc. must build standards and regulations to prevent risks even when the epidemic passes, improve the quality of operations and operations of agencies, units, organizations and the whole society for serious and unified implementation.
Noting that the focus on anti-epidemic is not the only work at present, the Party Municipal Secretary Vuong Dinh Hue directs all levels and branches, including Long Bien district, Bo De ward, to ensure the operation of the political system and prepare to restore political and economic activities when the epidemic ends; in the immediate future, to maintain supply chain activities based on ensuring the safety of epidemic prevention and control under Directive
At the same time, all levels of committees prepared well the party congress at all levels, with emphasis on reviewing personnel, well implementing the Resolution No. 15-NQ/TU dated July 4, 2017, and Directive No. 15-CT/TU dated December 16, 2016, of the Standing Board of the Party Committee, resolving complicated cases of people living in a complicated way; increasing the reception of people to enter the grassroots party congress, the most successful district Party Congress, successfully implementing the targets at the highest level.
On this occasion, on behalf of the City Party Committee – People’s Council – People’s Committee – Vietnam Fatherland Front Committee in Hanoi city, the Secretary of the City Party Committee presented Bo De ward VND 61 million, 10 RO water purifiers and 1,000 medical masks for the prevention and control of COVID-19 epidemics in the ward and support the ward health station, 40 near-poor households and 11 households to blockade and isolate in the area.
