The purpose of the Plan is to organize inter-sectoral coordination activities on domestic violence prevention and control at the central level and guide the implementation of inter-sectoral collaboration activities in localities to improve the effectiveness of prevention and control against domestic violence.

The Ministry of Culture, Sports and Tourism assigned the Department of Family to assume the prime responsibility for elaborating plans, guiding and organizing the implementation of the plan on implementing inter-sectoral coordination regulations on domestic violence prevention and control in 2020, coordinate with concerned units in inspecting, urge and sum up the results of the implementation of the Inter-sectoral Coordination Regulation on Domestic Violence Prevention and Control at the central level on the quarterly basis, and report to the Prime Minister every year.

Activities of the central level include the followings: It is required to develop a plan to implement the Regulation, organize interdisciplinary meetings at a central level on domestic violence prevention and control.

It is required to organize interdisciplinary inspection teams to integrate the local inspection and supervision for family work by 2020 in localities (with separate plans).

It is required to guide localities and coordinate with the ministries, branches and mass organizations at the central level in carrying out communication activities in the “National Action Month on Domestic Violence Prevention and Control”, follow Directive No. 08/CT-TTG dated February 4, 2020, of the Prime Minister promoting the prevention and control of domestic violence, review and evaluate the implementation of the “National Action Plan on Domestic Violence Prevention and Control until 2020”.

Local activities (63 provinces and cities) include: Developing plans, implementing the Inter-sectoral Coordination Regulation on Domestic Violence Prevention and Control in localities; Formulating an inter-sectoral coordination program under the guidance of ministries, branches and mass organizations at the local level; Coordinating in organizing key communication activities, communication campaigns on domestic violence prevention and control in localities; Organizing interdisciplinary inspection of domestic violence prevention and control, attaching importance to coordinating in the effective implementation of grassroots models; directing and organizing the effective implementation of “a set of indicators for monitoring and evaluating the implementation of the National Program of Action on Domestic Violence Prevention and Control until 2020”; synthesizing reports on the results of implementation of the Inter-sectoral Coordination Regulation on Domestic Violence Prevention and Control according to regulations.

The Ministry of Culture, Sports and Tourism also requests the People’s Committees of the provinces and cities directly under the Central Government to direct the Department of Culture, Sports and Tourism based on the assigned tasks in the Regulation; Department of Culture and Sports; Department of Culture, Information, Sports and Tourism to develop and organize the implementation of the Plan for implementing Inter-sectoral Coordination Regulation on Domestic Violence Prevention and Control in 2020, arranging and mobilizing resources for the effective implementation of the Regulation.

MOCST requires inter-sectoral cooperation activities on domestic violence prevention and control to be carried out based on thriftiness and seriousness, and in compliance with current regulations, and requires that the tasks assigned under the Regulation are fulfilled.
