Organizing festivals, cultural and artistic performance programs to contribute to improving the quality of grassroots culture

Over the past years, the system of cultural and sports institutions from the district level to the grassroots level has been regularly built, renovated and upgraded to meet the people’s demand for cultural life, creating a healthy cultural environment. As of December 2019, there are 221 cultural houses equipped with essential equipment for people’s activities, and 36 outdoor places installed with sports instruments.

Residential groups developed their conventions and regulations and obtained people’s consent at the Annual Meeting of the People’s Deputies. For 10 years, the district has organized 30 district-level sports tournaments and more than 2,000 art performance programs, established more than 400 cultural and artistic clubs to regularly propagate the Party’s policies and guidelines and the State law, in association with prevention and fighting against bad and malicious information on the Internet, and against the spread of harmful cultural products that affect the social morality.

By the end of 2019, in the whole district, more than 92.19% of families were awarded the title of “Cultural Families”; 84.69% of residential groups were awarded the title of “Cultural Residential Group”, and 03 wards met the standard of the civilized ward. Various cultural activities organized in residential groups have attracted many participants, contributing to building the culture of “The civilized and elegant Long Bien people”.

In addition, the state management with respect to thought, culture, information, festival, and control of harmful cultural products has been paid attention. Every year, the competent authorities cause 100% of the relics in the district to be inspected, instruct wards to make plans regarding security and safety assurance, environmental sanitation, the opening of relics during the Lunar New Year Festival; instruct wards to consolidate 44 management sub-committees and operational regulations; and facilitate the organization of 36 traditional festivals in the district.

The district provides state management training courses on relics and festivals for relic managers in wards and relic management sub-committees in the district every 3 years. The People’s Committee of wards, in collaboration with the education and training department, organize field trips for students to visit typical relic sites. As of December 2019, all 44 schools in the district with more than 4,000 students have participated in the trips.

Cultural and artistic activities and festivals have been held safely, without superstition or propaganda of harmful cultural products or illegal preach. Each ward established 03 clubs on culture and art, physical training & sports, and outdoor health clubs for people.

The management of cultural services is also paid attention. For 10 years, the District’s interdisciplinary inspectorate has organized 71 inspections at all karaoke facilities; 27 inspections (by interdisciplinary teams 178) regarding prostitution matter; 10 inspections at printing facilities; 23 inspections at bookstores in the district. As a result, the penalties of VND 25 million, VND 45 million, and VND 205 million were imposed on printing facilities, public electronic game facilities, and karaoke facilities, respectively.

In the coming time, Long Bien district will continue to strengthen propaganda and raise awareness of the long-term impact of harmful cultural products among people and facilities producing and trading cultural products; propagate and educate teenagers, pupils and students in terms of ethics and lifestyles; actively combine the implementation of Directive 46-CT/TW with the movement “All people unite to build cultural life”, “Cultural family”, “Cultural residential group”; enhance the inspection and supervision of facilities producing and trading cultural products; resolutely handle violations in cultural business line and services; prevent social evils in sensitive business lines such as Karaoke, restaurants, and the internet; and promote socialization resources, strengthen the effective management and use of cultural institutions and improve quality of cultural activities, grassroots cultural services.
