The plan aims to thorough apply and effectively implement Conclusion No. 65-KL/TW, Resolution No. 88/2019/QH14 dated November 18, 2019, of the 14th National Assembly approving the Master Plan for socio-economic development in ethnic and mountainous areas in the period 2021-2030; to promptly, synchronously, and effectively implement the Party’s and State’s guidelines, directives, and resolutions related to the ethnic affair; to identify key tasks and key solutions and make specific assignment with regard to guidance and plans of the Ministry of Culture, Sports and Tourism to implement the Conclusion No. 65-KL/TW.

It is necessary to consider ethnic affairs a basic, long-term and urgent strategic issue and a key task in the coming time. In addition, it is also required to focus on investing in, mobilizing resources to facilitate the preservation and promotion of typical tangible and intangible cultural values ​​of ethnic minorities; in which priority should be given to preserving and promoting traditional cultural values ​​of ethnic minority areas with potential for tourism development, areas at risk of extinction, and ethnic minority areas with a significant number of residents.

The Ministry of Culture, Sports and Tourism requires relevant units, the Department of Culture, Sports and Tourism / the Department of Culture and Sports / the Department of Culture, Information, Sports and Tourism / and the Department of Tourism of the provinces and centrally-run cities to accelerate extensive propaganda work among the Party, agencies, units, localities and people of the Conclusion No. 65-KL/TW and this Plan in various and rich forms, depending on the real situation of the unit; and to propagate, disseminate and educate the law on culture, family, sports and tourism for heads of villages/hamlets, artisans, prestigious people, ethnic minorities in remote and isolated areas or border areas.

To focus on institutionalizing the Party’s guidelines and viewpoints into specific programs and projects suitable to practical requirements; to focus on reviewing, amending, and supplementing policies and formulating legal normative documents related to cultural, sports, tourism and family work in ethnic and mountainous areas; to orient towards the sustainable development and promote the advantages and potentials of the areas and the self-reliance of ethnic minorities.

To continue to procure equipment for the grassroots cultural and sports institution system; to promote and improve the effectiveness of the movement “All people unite to build a cultural life” in ethnic and mountainous areas; to enhance the capacity of organizers of activities at commune and village level cultural and sports institutions; to strengthen grassroots communication activities; to establish and develop art performance teams and folk art clubs; to facilitate people in participating in mass cultural and artistic movements; to organize cultural and artistic programs in remote and isolated areas, border areas, island and ethnic minority areas.

To strengthen the application of information technology to library activities; to prioritize the allocation of resources for developing library network, reading spaces, grassroots reading rooms, bookstores, bookcases, etc. in ethnic and mountainous areas; to strengthen the development of reading culture for ethnic minorities; to formulate and guide the formulation of documents suitable to each ethnic minority area; to encourage and support the collection, storage, and digitization of publications in ethnic languages; to enhance the circulation of information resources and provide mobile library services for ethnic minority areas.

To build and develop physical training and sports movements in ethnic minority areas, focusing on traditional sports and folk games, thereby turning them into tourism products in localities; to organize sports contests and festivals, creating a playground for ethnic minorities and mountainous people.

To allocate resources to repair and embellish historical and cultural relics and scenic spots; to formulate and implement programs, projects, and plans to protect and promote the cultural heritage of ethnic minorities; to conduct inventory, make an inventory list, and formulate dossiers, of the traditional cultural heritage of ethnic minorities.

To focus on tourism development, especially eco-tourism, in association with preservation and promotion of cultural values ​​of ethnic minorities; to finalize the infrastructure system for tourism development, in combination with ecological environment protection to improve the lives of people in ethnic minority areas; to implement solutions to increase the proportion of workers from ethnic and mountainous areas in the tourism and service sectors in the localities.

To conduct communication, propaganda and awareness-raising activities among ethnic communities to reduce and eliminate child marriage and eliminate consanguineous marriage; to propagate and disseminate policies and laws on family and domestic violence prevention and control, and gender equality in families in ethnic minority areas.

To conduct propaganda about the civilized lifestyle in organizing weddings, funerals and festivals; to promote the role of family and community in building a healthy cultural environment, repelling superstitions contrary to the nation’s fine customs and traditions.

To effectively implement the Project “Preserving and promoting the fine traditional cultural identity of ethnic minorities in association with tourism development” under the National Target Program for Socio-economic Development in ethnic and mountainous areas in the period 2021-2030.

To formulate, promulgate, and effectively implement programs, plans, schemes, projects, and investment pilot models; to facilitate the preservation and promotion of fine traditional culture of ethnic minorities to exploit and make tourism products in the localities.

Based on their assigned functions and tasks, units under the Ministry shall assume the prime responsibility for, and coordinate with the Department of Culture, Sports and Tourism, the Department of Culture and Sports, the Department of Culture, Information, Sports and Tourism, and the Departments of Tourism of the provinces and centrally-run cities in, implementing this Plan, ensuring the schedule and quality.
