On the morning of June 16, the 6th Congress of the Vietnam – China Friendship Association in Hanoi, term 2022-2027 took place at the Hanoi Museum. This is an opportunity for the Vietnam – China Friendship Association in Hanoi city to summarize the work of the 5th Association, term 2017-2022; report on the results of consultation and election of the Executive Committee, the Inspection Committee of the 6th Association, term 2022-2027; and set out the direction of operation for the new term.

The Vietnam – China Friendship Association in Hanoi (Vietnam – China Friendship Association in Hanoi) was established under Decision No. 3425/QD-UBND dated September 18, 1995, of the People’s Committee of Hanoi. It is a member of the Hanoi Union of Friendship Organizations, operating under the direction of the City Party Committee and the Hanoi People’s Committee through the City Union of Friendship Organizations.

Over the past 5 terms, the main task of the Association’s organizational work is to expand friendship branches, gather and attract a large number of collectives, organizations, agencies, schools, businesses as well as individuals who have understanding and love for the country and Chinese people, wish to develop cultural, friendship and economic relations with China and voluntarily participate in the organization of the Association.

During the last term, the Association has developed 37 member branches. Despite facing many difficulties, especially due to the heavy impact of the Covid-19 pandemic, some activities of the Association were not implemented, the Vietnam – China Friendship Association in Hanoi city still tried to maintain the organization of a number of activities through the online form, maintain its role in the bilateral activities of Vietnam – China as well as the joint activities of the City Union of Friendship Organizations. The Association’s activities have contributed to nurturing and strengthening the public relations between Vietnam and China.

Speaking at the Congress, Ms. Nguyen Lan Huong, Member of the Standing Committee of the City Party Committee, Chairman of the Vietnamese Fatherland Front Committee in Hanoi, and President of the Hanoi Union of Friendship Organizations highly appreciated the organization’s work of the congress carried out by the Standing Committee, Executive Committee of the Vietnam – China Friendship Association in Hanoi, term V. In the previous term, the Vietnam – China Friendship Association of Hanoi city has actively implemented its operation plans and achieved outstanding results, contributing to the achievements of the common people-to-people diplomacy of Hanoi city. In particular, in the past two years, due to the great impact of the Covid-19 pandemic, many bilateral economic, social and diplomatic activities were affected, including people-to-people diplomacy, but the Association had the creation and innovation of operation methods to maintain regular activities at the Association level as well as at the branch level and have achieved remarkable results. The Association has always actively organized and implemented very meaningful activities on the occasion of the anniversary of the establishment of diplomatic relations between Vietnam and China as well as major holidays of the two countries with various forms. This form contributes to consolidating the traditional friendship between the two countries in accordance with the 16-word motto “Friendly neighbourliness, comprehensive cooperation, long-term stability, and looking forward to the future”.

The activities of the Vietnam – China Friendship Association in Hanoi for the 2017-2022 term have contributed to the successful implementation of the Resolution of the 5th Congress of the Association and positively contributed to the overall achievements of the external relation of Hanoi Capital.

Ms. Lan Huong suggested that the Association pay attention to strengthening the organization to operate more and more effectively, focusing on the development of affiliated branches; arouse and promote the sense of responsibility and dedication of the Association’s members in consolidating and expanding the network of partners, improving the efficiency of cooperation between the organizations of the people of the two countries, the two capitals, especially solidarity, friendship and cultural exchange activities, creating a strong spillover effect, attracting the participation of the young generation and people from all walks of life so that the friendship between the two peoples , the two capitals are more and more profound and enduring.

At the same time, establishing a sustainable relationship with the Chinese Embassy in Vietnam, maintaining relationships with the Chinese community in Hanoi are closely implemented. The Association’s action programs receive support and cooperation in the spirit of solidarity, friendship and development between the two countries. The Association stick to events of economic, cultural and political significance, important events in diplomatic relations between the two countries to hold commemorative activities and traditional exchanges.

The congress approved the list of consultations and elected a new Executive Committee. Accordingly, the key leaders of the Association for the term 2022-2027 have 06 people, namely Mr. Do Dinh Hong – Member, Director of Hanoi Department of Culture and Sports as Chairman of the Association; Ms. Tran Thi Van Anh – Deputy Director of Hanoi Department of Culture and Sports as Permanent Vice Chairman. The other four Vice Chairmen of the Association include Mr. Do Tien Dinh – Former Director of the Vietnam Music and Dance Theater, Mr. Nguyen Quoc Hoan – Vice Chairman of Hoan Kiem District People’s Committee, Ms. Le Thi Anh Mai – Deputy General Director of Hanoi Radio and Television Station, Ms. Tran Thi Hong Nhan – Deputy Head of Legal Organization Department of Hanoi Department of Culture and Sports.

On behalf of the Executive Committee of the new term, Mr. Do Dinh Hong – Member, Director of Hanoi Department of Culture and Sports, Chairman of the Vietnam – China Friendship Association in Hanoi for the term 2022-2027 affirmed that The current world context has many potential challenges and difficulties that require the team of people doing foreign affairs in general and people’s diplomacy in particular to strengthen research, forecast, and grasp world and regional situation, domestic and international situation, identification of advantages, opportunities, difficulties and challenges. It helps improve bravery, quality, capacity, professional style, innovation, in order to have appropriate external programs and plans, organize effective implementation in the new situation, contribute to good implementation of the policy of “Building a comprehensive and modern diplomacy with three pillars of Party diplomacy, state diplomacy and people’s diplomacy” as proposed by the 13th Party Congress.

The Association’s Chairman also suggested that comrades in the Executive Committee, branches and members of the Vietnam – China Friendship Association in Hanoi city raise awareness, responsibility and action in people-to-people diplomacy, thereby assigning and arranging staff to perform tasks, ensuring qualifications and capacity to best meet the requirements of assigned tasks; Formulate specific programs and plans to successfully organize tasks, especially events and activities to celebrate major holidays in Vietnam-China diplomatic relations; At the same time, it is necessary to strengthen innovation in the mode of organization of activities in accordance with the new normal situation.

The work of external information, undertakings, lines, policies, and achievements of Hanoi city should be strengthened in order to contribute to the promotion and introduction of the image, people and culture of the capital to the Chinese people. …
