This plan aims to disseminate information about the government’s key programs, plans, focal tasks, activities, and achievements in the administrative reform efforts of the Government, the City, and various agencies and units. It is aligned with the theme for 2023 in the city, emphasizing “Discipline, Responsibility, Action, Innovation, Development.”

The content of the contest reflects the implementation of regulations and codes of conduct by officials, public servants, employees, and laborers in Hanoi, capturing both the beautiful and less desirable aspects. The photographs depict the lifestyles, activities, and behaviors of individuals and organizations living, working, laboring, studying, and engaging in activities in the capital city of Hanoi. This includes the awareness of traffic participation by officials and public servants, maintaining urban civility and sidewalk cleanliness, and consciousness in participating in activities at historical and cultural sites, places of religious practice, and community activities in public places. The images may also showcase exemplary acts of assisting persons with disabilities, children, and women.

The contest is open to all Vietnamese citizens, including those living, studying, and working abroad, as well as foreigners residing, studying, and working in Vietnam. Each author can submit one or multiple entries. The submission period is from August 10 to September 30, 2023, at the Office of Cultural and Family Life Construction, Department of Culture and Sports, 47 Hang Dau, Hoan Kiem District, Hanoi. Phone: 024.38285006 or 024.39231861.

The evaluation, summary, and award ceremony are scheduled to take place from October 1, 2022, to October 30, 2023. The Organizers plan to present Awards for groups and individuals, including First, Second, Third, and Consolation Prizes. The award structure may be subject to change based on actual circumstances and the quality of the entries.

Winning entries will receive certificates and monetary rewards as stipulated. They will also be exhibited and featured in a photo book showcasing award-winning works, serving the propaganda activities in the city.

Through this contest, the goal is to contribute extensively to propaganda efforts, enhance awareness, and create a significant shift in the attitude and behavior of officials, public servants, employees, and laborers towards discipline, and administrative principles, fostering a substantial transformation in their working styles, contributing effectively to the construction and implementation of a cultured and civilized urban life. It aims to achieve the efficient application of the city’s codes of conduct and uphold the preservation of the capital’s rich cultural traditions, cultivating elegant and civilized residents of Hanoi.
