Prime Minister Pham Minh Chinh has just signed the Decision No. 74/QD-TTg dated May 16, 2021 on awarding the Prime Minister’s Certificate of Merit to 3 organizations and 4 individuals from Dong Anh district, Hanoi city for their achievements in the prevention and control of Covid-19 pandemic.

To be specific, 3 organizations obtaining the Prime Minister’s Certificate of Merit are: People and officials from Dong Anh district, Dong Anh district health center, People and officials from Lo Giao village, Viet Hung commune, Dong Anh district; 4 individuals getting the Prime Minister’s Certificate of Merit are: Mr. Le Trung Kien, the Secretary of the District Party Committee cum the Chairman of Dong Anh District People’s Council; Mr. Nguyen Xuan Linh, the Chairman of Dong Anh District People’s Committee; Mr. Nguyen Tien Cuong, the Director of Dong Anh District Health Center; Mr. Nguyen Huu Phan, the Secretary of the Party Cell cum the head of Lo Giao village, Viet Hung commune, Dong Anh district.

Awarding Prime Minister’s certificates of merit to 3 organizations and 4 individuals, Mr. Chu Ngoc Anh, the Chairman of Hanoi City People’s Committee congratulated and praised the district’s organizations and individuals for their achievements in the prevention and control of Covid-19 pandemic. “You all should continue to strictly comply with the Prime Minister’s guidance: not to be negligent, off your guard, or panic, but to be calm, proactive, firm, and bravery on the basis of synchronization and efficiency with your existing creative ways of action to continue to promote in the coming time” – the Chairman said.

Central Hospital for Tropical Diseases 2 is located Dong Anh district. When the hospital became an outbreak and there were some infections in the community, Dong Anh district took the initiative to apply the 3-layer quarantine method in pandemic areas and install “village fences” in all remaining communes and towns.

Since the first day of detecting F1 cases on April 30, Dong Anh district has quickly implemented pandemic prevention and control measures in a synchronous and effective manner in line with the direction of the Secretary of the City Party Committee and the City People’s Committee “narrow zoning, and tight management”. The district’s creative way is to conduct 3-layer quarantine zoning at the outbreak place, ensuring safety but not performing excessive distancing that affects the people’s life. The “3-layer quarantine” means: the core layer where there is infectious people: conducting social distancing in line with the Prime Minister’s Directive 16 (absolute quarantine); the middle layer: following the Prime Minister’s Directive 15 (flexible checkpoints in the alleys that deliver necessities to each house, and to the core layer and the outer layer when necessary), the outer layer: following the Prime Minister’s (medical checkpoints that check body temperature and collect information of people going in/out. Those who are not authorized shall not go in and those who are not in real need shall not go out, and those who go from pandemic areas must not go in)

Dong Anh’s 3-layer blockade has “locked down” the source of infection at each level and minimized the impact on daily life and operating activities of people and businesses in the district. In addition, the district has implemented the entire response scenario at the highest level, considering this as a top priority task. The district has previously performed “3 tasks”: assessment and judgment – plan preparation – detection and action in association with the motto “4 on the spot”. The head of the party committee is the “Commander” of “4 on the spot”.

These days, barriers and warning signs have been installed on any road to any residential area in ​​Dong Anh district to raise awareness of the pandemic and ask people to limit travel to prevent and control the pandemic. The Steering Committee for Covid-19 pandemic prevention and control in communes and towns also directed to place barriers on restricting free movement on many small alleys. People who want to enter residential areas are required to go through a medical checkpoint. For villages and hamlets that are not the outbreak, additional checkpoints have been built and people take turns on duty there. Non-residents who come must declare the exact destination in the village, otherwise, they will be asked to return. To implement this model, Dong Anh district has mobilized over 11,000 volunteers and interdisciplinary forces to work on 1611 checkpoints to ensure medical control.

This creative and effective method has helped the Steering Committee for Covid-19 Prevention and Control of Dong Anh District control home quarantine people, identify the source of infection, or F1, F2 cases in a timely manner if Covid-19 occurs in the community. Up to now, the pandemic situation in the district is basically under good control.

Most recently, when inspecting the prevention and control of the Covid-19 pandemic at some quarantine points and the preparation for the election in Dong Anh district, Mr. Dinh Tien Dung, the Secretary of the Hanoi City Party Committee assessed that Dong Anh is an exemplary model in Covid-19 prevention and control thanks to its effective 3-layer quarantine model. He also suggested that the city’s agencies, departments and branches should summarize, evaluate and draw experience to replicate this model.
