On December 5, the People’s Committee of Hanoi issued Plan 291/KH-UBND on implementing the Program “Promoting the lifelong learning movement in families, clans, communities and units in the period 2021 – 2030”.

The Plan sets out the specific goal by 2025 and 2030: 100% of civil servants, public employees, and members of the Association for Promoting Education in the City will be able to thoroughly study and grasp the policies on enhancing education promotion and fostering talent, building a learning society and lifelong learning models; from 70% to 80% of families are recognized as “Learning Families”, from 65% to 75% of clans are recognized as “Learning Clans”; from 65% to 75% of communities are recognized as having achieved the title of “Learning Communities”, from 80% to 90% of organizations, agencies, schools, enterprises, and production facilities at the commune level are recognized as “Learning Units”, from 40% to 60% of workers come from “Learning Families”, “Learning Families”, “Learning Communities”, from 60% to 80% of officers, civil servants and public employees from “Learning Units” in communes, wards and towns achieve the title of “Learning Citizens”; from 40% to 70% of officers engaging in education promotion at commune, ward and town levels participate in organizing activities of community learning centers and are trained in applying information technology to exploit, compile documents, store data, manage and operate technical devices.

 The plan aims to constantly promote and improve the quality of the lifelong learning emulation movement among people of all walks of life through effective implementation and replication of models, satisfying the requirements of building learning society; intensive application of information technology in line with the National Digital Transformation Program for the period 2021 – 2030.

The People’s Committee of Hanoi City requires promoting the role and responsibility of each individual, family, clan, community, agency and unit in building the lifelong learning movement. It is required to specify the implementation path, main tasks and solutions, assign responsibilities for implementation to ensure feasibility based on functions and tasks of agencies and units; strengthen the close, effective and timely coordination among units in implementing these tasks.

Hanoi Department of Culture and Sports is assigned to assume the prime responsibility and coordinate with the Association for Promoting Education of the City in evaluating “Learning Family”, “Learning Clan”, “Learning Community”, “Learning Unit” models in association with achieving the titles “Cultural Family”, “Cultural Hamlet”, “Cultural Village” and “Cultural Residential Group”.
