Spreading Elegance in the Behavioral Culture of Hanoi’s Officials

On the morning of December 14, at the Hanoi Library, the Hanoi Department of Culture and Sports organized the award ceremony for the competition “Elegance in the Behavioral Culture of Officials, Public Servants, Employees, and Workers in the agencies under Hanoi City – 2023.”

Present at the event were the Deputy Director of the Hanoi Department of Culture and Sports, Pham Xuan Tai; Deputy Secretary of the Hanoi Youth Union, Tran Quang Hung; Deputy Chairman of the Hanoi Art Photography Association, Nguyen Xuan Chinh; along with representatives of the leadership from various departments and agencies of the city, the Hanoi Art Photography Association, leaders of departments and units under the Hanoi Department of Culture and Sports, and leaders of the Culture and Information Departments in districts and towns.

The competition attracted a diverse range of participants, both professional and non-professional artists.

In his concluding remarks about the competition, Bui Minh Hoang, the Head of the Cultural and Family Life Development Division (Hanoi Department of Culture and Sports), mentioned that since its launch in September 2023, the organizing committee received 5,002 entries from 1,991 artists, including both professionals and amateurs, representing numerous agencies, units, and organizations from various provinces and cities nationwide.

Mr. Bui Minh Hoang, the Head of the Cultural and Family Life Development Division (Hanoi Department of Culture and Sports) summed up the competition.

After two rounds of online judging (the first round from November 22 to 29 and the second round from December 1 to 4), the judging panel selected 100 outstanding works for exhibition. Among them, 36 works were singled out for awards. The categories included 01 First Prize, 02 Second Prizes, 04 Third Prizes, and 10 Encouragement Prizes for single photos; 01 First Prize, 02 Second Prizes, 03 Third Prizes, and 10 Consolation Prizes for photo series. Additionally, three special prizes were awarded.

The First Prize in the single photo category went to Pham Tuan Anh for the work “Dedicated Care Day and Night.” The First Prize in the photo series category was awarded to Nguyen Phu Khanh for the work “Capital Police Join Farmers in Planting Spring Rice in Chiem Xuan.”

The organizing committee announced that this is the second time the promotion of conduct regulations for officials, public servants, employees, and workers in Hanoi has been conveyed through the medium of photography. The initiative aims to diversify the forms of promotion and inspire photographers nationwide to focus their ideas and creativity on this photographic genre.

Upon evaluating the entries, the organizing committee noted that the competition successfully tapped into the talent, dedication, and intelligence of numerous artists and photographers, both professional and amateur, from various agencies, units, and universities specializing in fine arts. The judging panel selected many works showcasing diverse forms of expression and rich content. Both individual photos and photo series depicted valuable perspectives, compositions, and precious moments, capturing the beauty of officials, public servants, workers, and armed forces in the city while performing their duties in various agencies and units.

Delegates observed the exhibition and listened to the authors introduce their works.

All submitted photographic works effectively conveyed the criteria of the competition, demonstrating diverse and rich forms of expression, including layout, technique, and color. Many entries showcased a novel artistic style, breaking away from conventional approaches. These works highlighted aspects related to the implementation of regulations and behavioral conduct rules for officials, public servants, employees, and workers in Hanoi, documenting the life, activities, and admirable conduct of these individuals and the armed forces in agencies throughout the city through both individual photos and photo series.

Through this competition, the organizing committee successfully curated a collection of new and relevant works to serve an extensive propaganda campaign. This initiative aims to enhance awareness and bring about a significant transformation in the attitude and behavior of the city’s officials, public servants, employees, and workers, fostering discipline, administrative principles, and a substantial change in the working style. The goal is to contribute to the preservation of the capital’s fine cultural traditions, building a refined and cultured population in Hanoi.

To further propagate this message to a broad audience, including photographers, art associations, laborers, and the citizens of Hanoi, the organizing committee will exhibit the top 100 works of the competition at the Hanoi Library, 47 Ba Trieu Street, Hoan Kiem District, Hanoi, from December 14 to December 24, 2023.
