Urgent Message to prevent COVID-19 spread from Bach Mai Hospital to the community

The message was sent to COVID-19 Prevention and Control Steering Committees of 19 Cities, Chairmen of People’s Committees of districts, towns, communes and wards, together with Director of Public Security, Director of Department of Health, Director of Bach Mai Hospital and Radio and Television Station of Hanoi City.

It states the complicated situation of COVID-19 pandemic around the world with a highly increasing number of cases and deaths. According to the Ministry of Health, by 17:00 on March 28, 2020, Vietnam had 169 cases in 23 provinces and cities. In Hanoi, by 17:00 on March 28, 2020, there were 59 cases recorded. The number of cases has tended to increase recently, especially at Bach Mai hospital, with cases continuously recorded as of March 18. Bach Mai has suffered the COVID-19 outbreak. In such context, for preventing the disease from spreading in the community, the Chairman of the City People’s Committee directed as follows:

Chairmen of People’s Committees of districts and towns should direct the respective People’s Committees of communes and wards to establish task teams responsible for reviews of cases (from March 10, 2020, up to present), including discharging inpatients at Bach Mai Hospital, outpatients reaching Bach Mai Hospital for medical examination and treatment, guests and patient caregivers at Bach Mai Hospital; interns, nurses, doctors and staff at Bach Mai Hospital; patients with hemodialysis treatment at Bach Mai Hospital residing or temporarily residing in rented residential areas;  and other people related to Bach Mai Hospital. Medical isolation decisions should be immediately made for the prescribed subjects. In collaboration with Health Centers of districts and towns, specimens of required cases must be taken according to the guidance of the Department of Health and sent to the Center for Disease Control for testing.

The Department of Health shall direct the Center for Disease Control to expeditiously test specimens sent by Health Centers of districts and towns. The City’s Public Security shall lead the public security of districts and towns to work with functional units to carry out these tasks.

The director of Bach Mai Hospital is responsible for providing full information on the foregoing subjects to the COVID-19 Prevention and Control Steering Committees of 19 Cities, preparing a list of patient’s family members currently in the Hospital for moving to the City’s concentrated isolation area following to the conclusion of the Deputy Prime Minister Vu Duc Dam at the meeting on March 28, 2020.

People’s Committees of districts and towns shall report the progress of the review of these subjects to the COVID-19 Prevention and Control Steering Committee of the City through the Department of Health for the summary by 16:00 every day.
