To continue to improve the efficiency of preparing and implementing conventions and village regulation, over the past time, Thanh Xuan district has issued and implemented the Plan No. 146/KH-UBND on continuing to improve the efficiency of preparation and implementation of conventions and conventions during cultural life development at diverse groups residentials in the period of 2022-2025.
The purpose of the above Plan is to implement the contents of the village conventions and conventions promptly, synchronously, and consistently to promote the role of self-governance in the community, protect, preserve, and promote traditional cultural values, precious customs, and habits, develop cultural lifestyle, and build elegant and civilized Hanoians in the area. The Plan will specify work contents, responsibilities and coordination mechanisms of organizations, units, and localities in the process of implementing the Decision No. 22/2018/QD-TTg dated 08/05/2018 of the Prime Minister on the formulation and implementation of conventions and village regulation.
In addition, the Plan contribute to improve legal understanding on the formulation and implementation of conventions and village regulations; on the position and role of village conventions and conventions in managing society and building community cultural life; implement civilized lifestyle in marriage and funeral as well as ensure urban civilized order; develop the Code of Conduct in public places, contributing to building elegant and civilized Hanoians in Thanh Xuan district, promote the active role of organizations, units and localities; on the basis of assigned functions and tasks in the process of implementation, organizations, units and localities actively inspect, urge, guide and remove obstacles and difficulties in order to well organize the Decision No. 22/2018/QD-TTg of the Prime Minister.
The overall goal of the Plan is to continue promoting efficiency in the implementation of conventions and village regulations in order to actively contribute to the limitation and elimination of outdated customs in social life, and to promote traditional auspicious and build new and progressive cultural values as well as solidarity, mutual love and affection in the community, solidarity to help each other develop production, improve life, contribute to the achievement of objectives and tasks of socio-economic development, maintain political security and social order and safety of Thanh Xuan district, enhance the role of local Party committees and authorities in directing the performance of tasks, continuing to encourage and create conditions for the People to participate in the formulation and implementation of conventions and village regulations, review, promptly amend, appraise and approve the conventions and villages, contributing to promoting the role of village regulations and conventions in social management in the community.
The effectiveness of the conventions and village regulations has effectively affected the economic, cultural, and social life, so that Thanh Xuan district becomes increasingly beautiful, has a rich spiritual life
Specific goals by 2025 of Thanh Xuan district: 100% of residential groups in the district establish conventions; 100% of residential groups process review, adjustment and supplement of existing conventions and village regulations.
In order to achieve the set goals, the People’s Committee of Thanh Xuan District has strengthened the organization to thoroughly understand and propagate the contents and new regulations of the Government, ministries and branches related to the formulation and implementation of the convention and village regulations as well propagate this plan on the local radio system in 11/11 wards or on the portal/website of the district/ward; print leaflets and send them to households, agencies and organizations in the locality. Along with that, Thanh Xuan also reviewed the approved conventions and village regulations, managed violations, effectively enhance the conventions and village regulations in building cultural life in each residential group./.
