A session by the City People’s Council
During this term, the City People’s Council has a total of 18 specialized members of the People’s Council, and 70 specialized members at district level. With the new organizational structure, the number of specialized deputies has increased, and the quality of deputies has been enhanced compared to the previous term, contributing to the success of the City People’s Councils at all levels for the 2016-2021 term. The activities by the City People’s Council are recognized by the voters and Capital people, and appreciated by the leaders of the National Assembly, agencies of the National Assembly and the People’s Councils of the provinces and cities. , is a “model” in the activities of the elected bodies of the country. That is reflected in 6 outstanding “impressions”.
Firstly, the People’s Councils at all levels have well performed the determination of important local issues, successfully held 19 meetings and issued 198 resolutions (increasing by 55 resolutions); District People’s Councils issued 1,844 resolutions; and the People’s Councils of communes, wards and townships 22,131 ones.
Secondly, the People’s Councils at all levels have effectively performed the supervision, through interpellation at sessions, thematic supervision and explanations by the Standing Committee of the People’s Council in the sessions. The City People’s Council held interpellation at the 9 of11 regular sessions, 8 explanation sessions between the 2 sessions; 100% of the People’s Council of the district can hold interpellation session during the term and interpellation at the meeting.
The effectiveness in monitoring, questioning and explaining operation by the People’s Councils at all levels is to select the right and correct supervision content; monitoring motto is to thoroughly solve the problem, thereby to clearly identify the cause, clear responsibility and time to overcome; the implementation method is always innovative, creative and drastic in the spirit of frankness, openness and democracy. This is also a great success in the activities of the People’s Councils at all levels, recognized by the voters and people of the Capital, and highly appreciated by the National Assembly.

Thirdly, Contacting with the voters and dialogues with local people by the People’s Council deputies at all levels are carried out seriously, responsibly, and in accordance with the law, thereby strengthening the close relationship between the delegates and the provinces’ voters and also showing the responsibility of the People’s Council deputies at all levels to the voters and the Capital people. The settlement of citizens’ complaints and denunciations is carried out regularly, continuously and effectively (the settlement rate reaches 91.5%). From the way of the City People’s Council, it has had a directional and pervasive effect on the activities made by the People’s Councils of districts, towns, communes, wards and townships in the city.
Fourthly, in addition to performing well the functions and tasks of the elected bodies, the People’s Councils at all levels of the city are also very interested in training, fostering and developing the next officers, especially young officers. After the Party Congress at all levels, many members of the People’s Council have been structured and promoted to join the Party Committee’s Executive Committee and transferred, rotated, and appointed to hold key positions in agencies and units.
Fifthly, the Standing People’s Councils at all levels of the city have been proactive, creative, responsible and actively involved in the general activities of the city; proposed guidelines and work contents to further improve the effectiveness and efficiency of the government structure at all levels. Coordinating in implementing and organizing the supervision of the legal observance in the election, ensuring the successful election of deputies to the 15th National Assembly and People’s Councils at all levels for the 2021-2026 term which is truly the people’s festival; also, coordinating to well implement the dual goals of both disease prevention and socio-economic development and ensuring national security.
Sixthly, the active and effective activities by the People’s Councils at all levels have made an important contribution to the implementation of socio-economic tasks of the City in this term. Despite many difficulties in natural disasters and pandemic, the City authority has still maintained its position as the political and economic locomotive of the whole country. Socio-economic development achieved a good growth rate and its productivity, quality, efficiency and competitiveness have been improved; 10 of17 basic overall goals met and exceeded. GDP of the City during the term is always about 1.5 times higher than the growth rate of the whole country.
Inheriting the achievements, it is hoped that, for the term 2021-2026, the City People’s Council will continue to innovate and improve quality to further contribute to the cause of construction and development of the Capital; worthy of its position as the local authority of the State, representing the will, aspirations and mastery of the Capital People.
