The building of cultural life in Hoang Kim is associated with the construction of new rural areas. In 2018, the commune met the standard of a new rural area with an absolute score for 16 out of 19 criteria. There are no poor households in the commune at present. Hoang Kim residents always unite, work hard, and actively improve the family economy and build the homeland. Many production models such as growing bananas, flowers, clean vegetables, or keeping earthworms, etc. have been applied, bringing high income to people. The average annual income of residents is VND 43.2 million/person. By the end of 2020, 3 out of 3 villages in the commune were recognized as cultural villages, and 1,297 out of 1,376 families won the title “Cultural family” (accounting for 94.2%). A sports and recreation facility is covering an area of nearly 4000m2, meeting people’s needs and demands.

Hoang Kim residents not only take care of their family, but also actively and responsibly participate in common activities, especially building a green, clean, and beautiful environment. The prosperity in the economic and spiritual life of households is associated with the prosperity of each alley, hamlet, and village in the commune. Strikingly, Hoang Kim today’s rural traffic system is well-renovated and organized. The commune has made the best use of the support from the district and residents totaling more than VND 8.8 billion to upgrade and repair roads. 100% of the main traffic roads located in 3 villages: Hoang Kim, Hoang Xa, and Tay Xa were concreted with the width of 3.5 – 5m. Wastewater drainage systems in alleys and hamlets have been repaired and upgraded to ensure environmental sanitation. Unions and mass organizations in 3 villages have launched and effectively implemented the 3 clean movements: “Clean house, clean alley, clean kitchen”, and models “Flower road” and “Mural road”. In each village, self-governing roads have been set up and managed by associations of women, farmers, and youth. Environmental sanitation has always been maintained and enhanced to prevent and control the Covid-19 pandemic.

Residents have voluntarily removed unauthorized advertising materials such as leaflets, posters, etc., and performed general cleaning, garbage collection, and so on, to preserve and protect the living environment. Any unauthorized advertising materials have been replaced with fresh and vivid mural paintings, conveying messages about protecting and preserving the environment, building a cultural life, and building the new urban area, etc. The movement “Flower road” and “Mural road” has been spreading widely in Hoang Kim commune, refreshing streets and roads, and making the environment greener, cleaner, and more beautiful and peaceful.

Hoang Kim makes a deep impression on visitors and becomes the pride of local residents. In that peaceful and livable countryside, cadres and people are working together unanimously to strive to meet the newly improved rural criteria, making the material and mental life better and better.
