The notice states: In the past few days, the situation of COVID-19 pandemic has developed very complicatedly and unpredictably, many complicated outbreaks have appeared in the city, in addition, some neighboring provinces have recorded cases of infection at a number of large-scale production plants in industrial parks and export processing zones, with a number of workers and experts currently residing in Hanoi who often move and trade on a daily basis; This is a high risk of infection in the community. In order to promptly prevent the risk of infection and outbreak from infections from Bac Ninh, Bac Giang and neighboring provinces, the Chairman of the City People’s Committee requested:
For workers and experts currently residing in Hanoi, working in Industrial Parks and Export Processing Zones in neighboring provinces with confirmed cases of infection: Assigning the Management Board of Industrial Parks and Processing Hanoi Exporters immediately contact the Management Boards of Industrial Parks and Export Processing Zones of neighboring provinces to make a list of the above subjects (full name, current residence, phone number); submit it to the Department of Health, People’s Committees of districts, towns for management. Assign People’s Committees of districts, towns to direct regional police and community COVID teams to review and make a list of the above subjects (full name, current residence, phone number) to actively monitor when related cases appear.
Business units in passenger and cargo transport must make and store a list of vehicles, drivers, assistants, passengers, routes and trading locations during the process of moving to and from Hanoi (especially for means of transport of the above subjects), must make medical declarations and take measures to prevent the COVID-19 pandemic according to the guidance of the Central and City authorities.
Request all workers, experts, organizations, businesses and individuals with regular trading activities in industrial parks and export processing zones in other provinces/cities to actively declare their daily health care via IT application or with local Health Station, install Bluezone application, strictly implement 5K message and other COVID-19 prevention measures as prescribed.
For Industrial Parks, Export Processing Zones, Industrial Clusters in the City: Assign the Management Board of Hanoi Industrial Parks and Export Processing Zones, Department of Industry and Trade, People’s Committees of districts, towns to direct enterprises proactively develop epidemic prevention scenarios when positive cases of SARS-Cov-2 (F0) appear in accordance with regulations of the Ministry of Health; to set up inspection teams, irregularly inspect the implementation of pandemic prevention measures at enterprises under their management; to strictly handle cases of violations of regulations and pandemic prevention measures under the direction of the Central and City authorities.
For people with symptoms of cough, fever, shortness of breath: Private clinics and pharmacies in the City area in case of detecting people showing symptoms of cough, fever, difficulty breathing, etc., must make a list (full name, phone number, current residence, time of buying medicine) and immediately notify the Health Station in the area; assign the Departments of Health, People’s Committees of districts, towns to organize inspection and handle according to regulations if it is discovered that private clinics and pharmacies do not strictly follow the direction of the City.
For public and private medical examination and treatment establishments, strictly following COVID-19 prevention and control measures under the guidance of the Ministry of Health; increase additional protective equipment for officials, doctors and staff working at medical facilities, to avoid infection. Periodically screen and test officers, doctors and staff who come into contact with severe, high-risk patients. The head/director of the medical facility is responsible for any infection.
Request the People’s Committees of districts, towns to speed up the review of subjects traveling from the Central Hospital for Tropical Diseases 2, Tan Trieu K3 Hospital, the provinces/cities of Bac Ninh, Bac Giang, Da Nang and pandemic areas, take samples for testing, isolate according to the guidance of the Ministry of Health and the Department of Health, especially in case of abnormal health symptoms such as cough, fever, difficulty breathing; daily report, sent to the Department of Health.
Request agencies, units and people to strictly implement the contents as stated in the Official Dispatch./.
