The directive clearly states: In the past few days, the situation of the Covid-19 pandemic has become extremely complicated and unpredictable. The city has proactively implemented methodical, scientific, creative, timely, effective, and accurate measures in line with the pandemic’s development. Currently, in the city, there are still some complicated outbreaks; localities bordering the city have continuously recorded many community-acquired infections, especially with the group of cases carrying the SARS-CoV-2 variant originating from India, England with a very fast spread, the risk of community infection is at a very high level. Implementing the direction by the Secretary of the City Party Committee at the Standing Conference of the City Party Committee, thoroughly grasping the direction of the City Steering Committee, Party committees and authorities from the city to the grassroots in the prevention of Covid-19 pandemic; In order to actively prevent and control the situation and control the spread of the disease, the Chairman of the City People’s Committee requested the departments, divisions, branches and People’s Committees of districts, towns, communes, wards and townships and the people of the capital continue to strictly implement this Directive No. 11/CT-UBND on May 5, 2021 issued by the Chairman of the City People’s Committee and implement the following contents:
The highest goal is for the people’s health, life and peace, prioritizing the prevention and control of the Covid-19 pandemic with the spirit of “fighting pandemic as enemy”, actively attacking and implementing “more drastically” “more rapidly” in the prevention and control of the Covid-19 pandemic. The heads of districts, towns, communes, wards, townships and units must be the “commanders” in the anti-pandemic battle. Promoting the guiding spirit of the Prime Minister is: to be alert, flexible and creative in operating and handling situations based on reality, not to let one person be subjective and the whole society to struggle. Implementing social distancing and blockade as necessary according to the guidance by the health sector, not extreme, affecting socio-economic development; the heads of all levels must participate in the highest spirit, each district, town, commune, ward, town is a fortress, each citizen is a soldier, and a member of the fortress to implement the pandemic prevention and control.
Continue to well implement the motto: Timely detection, fast tracking, strengthen testing, thoroughly localize the pandemic, implement the 5K message well, mobilize the whole political system and people to join the fight, join hands in the pandemic prevention in the spirit of 4 on-the-spot resources and strictly implement the information and reporting regime for timely direction; master in pandemic prevention and control as soon as possible; absolutely do not miss any F1, F2 and suspected cases.
Stop meeting activities, unnecessary gatherings of people, really urgent cases decided by the local authorities and committees, and only arrange a maximum of 50% of the seats in the halls and rooms, ensure to practice at least 2m distance and measures: Measure body temperature, wear mask, disinfect. Not to gather more than 10 people outside of offices, schools, hospitals and polling places; strictly implement the 5K message and measures to prevent and control the pandemic. Heads of all levels, units and establishments are responsible to the City for any violations.
Indoor restaurants must ensure a minimum distance of 2m from seats. Food service businesses around hospitals are only allowed to sell take-away goods. Particularly in the area around the Central Hospital for Tropical Diseases 2 and K Hospital at Tan Trieu campus and hospitals when an outbreak occurs: Suspend the operation of food business services, grocery stores; closing the hostels (the scope of the area, the stop time is decided by the Steering Committees of the districts on the initiative based on the actual situation of the area).
Tighten the entire process of pandemic prevention and control at medical examination and treatment facilities and activities in the surrounding area to ensure absolute safety against the pandemic; Request medical examination and treatment facilities to strictly comply with regulations on safe hospitals and safe clinics in accordance with regulations as issued by the Ministry of Health. A serious patient is only cared by 01 caregiver, visiting patients at local hospitals is not allowed. Strengthen remote medical examination and treatment and increase outpatient treatment, limit inpatient treatment if it is not necessary.
On the basis of the specific pandemic situation in the locality such as the number of cases, the ability to spread, the specific characteristics of the places of occurring the cases, etc. blockade according to the scale of villages, hamlets, residential groups, communes, wards, townships, high-rise apartment buildings, etc. according to the motto of narrow blockade but strict management.
Units from the city to the districts, towns, wards and township must review and adjust the their pandemic prevention and control plans in accordance with the actual situation; increase capacity and capacity in tracing, isolation, testing, treatment, etc. to be ready in case of the pandemic spread. Districts and towns actively review, set up and activate concentrated isolation areas to be ready to receive and isolate F1 subjects in the area. Regarding the human resources to perform tasks in the concentrated isolation areas assigned: The military force is the core, the police force and the medical teams coordinate to deploy the tasks in the concentrated isolation areas.

All levels, branches according to their functions, tasks, management areas and management specialties, shall strengthen regular and unexpected inspection; resolutely handle cases of violations of regulations on pandemic prevention and control, illegal entry. The places that do not do well need to be rectified and require immediate remedial and repair.
Heads of departments, divisions, branches, mass organizations and local authorities at all levels are responsible for directing the prevention and control of Covid-19 pandemic at the unit and in the area in charge; do not leave the city (special cases must consult with superiors); take responsibility according to regulations if cadres, civil servants, public employees and employees in their agencies, units or localities get Covid-19 disease due to negligence, subjectivity, and failure to follow the measures pandemic prevention, not good control, loose management. Strictly handle the head and related cases if the disease spreads to the community. Actively communicate, praise and reward typical collectives and individuals, especially those of “good people, good deeds”, replicating good and creative ways of doing things.
Authorities at all levels must develop detailed plans/scenarios, with specific situations, and mobilize all participating forces to ensure absolute safety in pandemic prevention and control for the election of delegates to the 15th National Assembly and People’s Council at all levels for the 2021-2026 term.
It is proposed that the Vietnam Fatherland Front Committee of Hanoi city and the city’s socio-political organizations communicate and mobilize the people to implement, request the Directors, Heads of Departments, divisions, branches, mass organizations and agencies under the City; Chairmen of People’s Committees of districts, towns, communes, wards and townships, relevant organizations, units and individuals to strictly implement this Directive.
