Enhancing the quality of human resources and training a high-quality workforce stand as pivotal objectives undertaken by Hanoi. This involves mobilizing investment resources to develop modernized infrastructure and facilities for education, integrating contemporary approaches, and applying advanced science and technology to workforce development.

Building upon significant achievements in implementing Program 04, on March 17, 2021, the Hanoi Municipal Party Committee further issued Program 06-CTr/TU, focusing on “Cultural Development, Enhancing Human Resource Quality, Cultivating Elegant and Civilized Hanoians in the 2021-2025 Period.” The program clearly outlines the capital’s goals regarding human resource development, with particular emphasis on cultivating a high-quality workforce that meets the demands of sustainable development and international integration amidst the robust fourth industrial revolution occurring globally.

To realize these goals, outlined in Plan No. 176/KH-UBND released on July 30, 2021, for the implementation of Program 06 by the Municipal Party Committee, the city has identified three main solution groups to enhance the quality of human resources: General education, Vocational education and employment solutions, and Recruitment, training, and development of officials and public servants. Alongside these solution groups, Hanoi has established specific targets. For general education, the aim is to have 80-85% of public schools (kindergarten, primary, secondary, and high schools) meeting national standards, and the construction of 3 to 5 comprehensive schools (combining primary, secondary, and high schools) with a minimum area of 5 hectares, equipped with facilities comparable to those in the region. Regarding vocational education, the target is to have 75-80% of the workforce trained, with 55-60% possessing degrees or certificates. Approximately 230,000 people are to be trained in various professions annually.

Improving the comprehensive quality of education at all levels

To effectively implement the outlined targets, the Hanoi Department of Education and Training has concentrated on formulating a developmental plan for the sector and a network plan for Hanoi’s preschools and schools until 2030, with a vision extended to 2050, aligned with the city’s General Plan. Initiating activities to enhance the comprehensive quality of education across all levels, the city is fostering the development of a system of high-quality schools, intelligent educational institutions, and an expansion of non-public schools to meet societal demands. Currently, Hanoi boasts 23 recognized high-quality schools, comprising 17 public and 6 private institutions. The Intelligent Education Operations Center (IOC) of the Hanoi Department of Education and Training has been established and is in operation, ushering in positive and effective transformations in the digital transition effort. Hanoi is among the four regions acknowledged by the Ministry of Education and Training for meeting the standard of universalizing lower secondary education at Level 3.

Vocational education and employment solutions have witnessed notable positive shifts. Results in enrollment, graduation, and employment have contributed to the continuous annual growth in the proportion of trained labor, reaching 72.23% in 2022, up from 71.1% in 2021 (an increase of 1.13%). Within this, the ratio of workers with degrees or certificates has risen from 50.2% in 2021 to 52.5% in 2023 (a 2.3% increase), with a target of reaching 73.2% in 2023. Vocational education institutions have collaborated with nearly 2,500 businesses in various forms, such as hosting students for practical training, and internships, recruiting students for employment after graduation, and partnering with businesses to develop high-quality training programs by providing support in equipment, materials, and funding during the training process. Additionally, they actively contribute to the construction and modification of coursebooks and training programs at the college, intermediate, and basic levels, including developing high-quality training programs.

The industry demands high-quality human resources.

In recent years, the results of enrollment and training have unequivocally affirmed the progressive enhancement of vocational education quality in the capital city, Hanoi, meeting the demand for skilled labor in the job market. The labor training index in 2020 ranked fourth nationwide; by 2021, it secured the top position, validating the city’s concerted efforts to boost vocational training, skill development, and employment solutions for workers. This, in turn, supports proactive labor mobilization for local industrial growth, positioning Hanoi’s vocational education quality prominently on the national stage.

Regarding civil servant recruitment, Hanoi has introduced the “Training and Enhancing the Quality of Officials and Civil Servants in Hanoi from 2021 to 2025, with an Orientation to 2030” initiative. The plan encompasses training for representatives at various levels of the People’s Council, officials such as Chairpersons and Vice-Chairpersons, as well as employees in different positions within districts, within the framework of piloting the municipal government model in Hanoi. The organization has implemented four training classes to instill a vision and strategic thinking for the development of a green, intelligent, modern Hanoi that competes effectively, aimed at members of the Executive Committee for Management and Planning. Furthermore, the city is constructing a plan for overseas training and development funded by the state budget for officials and civil servants during the 2023-2025 period, with a vision for 2030. There is also a focus on reviewing and evaluating the outcomes of talent recruitment policies in the construction and development of the capital, enhancing and refining legal provisions, and presenting policies to attract and employ high-quality personnel in the construction and development of Hanoi. This includes approving the appointment of 105 officials and attracting high-caliber individuals from outstanding graduates and young scientific professionals through a recruitment quota of 36.

It is evident that enhancing the quality of human resources is a pivotal task outlined in Program 06-CTr/TU, issued on March 17, 2021, by the Hanoi Party Committee regarding “Cultural Development, Improvement of Human Resource Quality, and the Cultivation of Refined Individuals in Hanoi during the 2021-2025 Period.” In the upcoming period, Hanoi will concentrate on directing the approval of criteria for advanced and modern comprehensive-level schools as per the guidelines of Program 06-CTr/TU. Plans for designing the school model will be formulated alongside the effective implementation of the initiative to enhance the quality of the official and civil servant team in Hanoi from 2021 to 2025, with an Orientation to 2030.
