The directive states that the COVID-19 pandemic is very complicated. The outbreak in Hai Duong and Quang Ninh has spread to some other provinces and cities, including Hanoi. Implementing the direction of the Prime Minister, the National Steering Committee for COVID-19 pandemic prevention and control, the Ministry of Health, the Standing Committee of the City Party Committee, and the Permanent Committee of the City Party Committees, and in order to quickly effectively control the spread and actively and drastically prevent the COVID-19 pandemic soon, the Chairman of the City People’s Committee requested the drastic implementation of measures to prevent and control COVID-19 pandemic in the new situation as follows:
Departments, divisions, unions, agencies under the City, and People’s Committees of districts and towns must consider the task of preventing and controlling COVID-19 pandemic as the most important and urgent task in the period before, during and after the Lunar New Year 2021, by strictly complying with the following viewpoints, principles and mottos:
Strictly abiding by the viewpoint “Fight against the pandemic as the fight against the enemy”; drastically implementing the pandemic prevention and control measures under the direction of the Prime Minister, the National Steering Committee for COVID-19 pandemic prevention and control, the Ministry of Health, the Standing Committee of the City Party Committee, City People’s Committee and the City Steering Committee for COVID-19 pandemic prevention and control; Enhancing discipline, rule, absolutely not being inattentive and subjective; speeding up the implementation of measures to early detect infectious sources, promptly quarantine, quickly localize, and thoroughly stamp out the pandemic.
Cadres, party members, civil servants and public employees must be exemplary and active and take the lead in the implementation of COVID-19 pandemic prevention and control measures.
Consistently implementing pandemic prevention and control principles such as: preventing and early detecting, quickly tracing, fast localizing, thoroughly quarantining, timely sampling, testing and fast handling; efficiently treating and ensuring safety in the hospital, minimizing the number of deaths; proactively complying with the motto “4 on-the-spot”, absolutely not being inattentive and subjective in pandemic prevention and control.
Drastically implementing pandemic prevention and control measures to ensure safety for people; focusing on implementing socio-economic development goals and tasks in 2021 under the direction of the Prime Minister, and Resolutions of the City People’s Council.
Continuing to strictly implement COVID-19 pandemic prevention and control measures: Propagating and mobilizing people not to leave their home when not necessary; taking measures to prevent and control the pandemic such as wearing masks when going out; not gathering many people in public places, beyond the scope of offices, schools, hospitals; keeping a minimum distance of 1m when in contact; washing hands frequently with soap or sanitizer; making medical declaration according to regulations; immediately visiting medical clinics for prompt guidance, examination and treatment when there are signs of cough, fever, shortness of breath, pneumonia, etc.
Stopping holding festivals, religious ceremonies, sports tournaments, events with large number of people in public places, stadiums, and major unnecessary events; not holding parties at the beginning or the end of year; organizing funerals and weddings in a civilized manner; limiting people gathering; and ensuring strict implementation of pandemic prevention and control measures, avoiding the spread of the pandemic.
Pandemic prevention and control in service, production and business facilities: Suspending service facilities such as Karaoke, bars, discos, games, Internet until the continuation is allowed by the City authority. Other production, business and service facilities must implement the pandemic prevention and control and safety assurance measures such as: providing staff with personal protective equipment; measuring body temperature; arranging adequate facilities and items for washing hands, disinfecting at the facility and ensuring minimum distance when in contact. For food and beverage facilities, where there is a risk of infection, a minimum distance of 2 meters between people and people or a minimum distance of 1m (with shield) between seats should be ensured; not using shared items; encouraging give-away sales.
Restricting travel, especially during the Lunar New Year 2021; taking pandemic prevention and control measures in public passenger transportation such as: passengers and drivers must wear mask, make medical declarations, wash hand with sanitizer, make a list of passengers (full name, address, phone number) for interprovincial passenger transportation, keeping passengers apart in the vehicle.
Taking COVID-19 prevention and control measures at home, apartments, schools, offices, conference halls, on vehicles, in commercial centers, supermarkets, convenience stores, wholesale markets, local markets, industrial parks, factories, etc. under the Ministry of Health’s Decision No. 3888/QD-BYT dated September 8, 2020 promulgating a manual on prevention and control of COVID-19 pandemic in the community in new normal state.
Heads of agencies, units, organizations and facilities are responsible for the pandemic prevention and control in their agencies, units, organizations and facilities: Not organizing unnecessary meetings or conferences with large numbers of people; not organizing parties, celebrations; encouraging online meeting and use of information technology; not delaying works, especially works with a time limit or statute of limitations as prescribed by law, public services for people and enterprises. For political, socio-economic events that really need organizing, the party committees and local authorities shall decide and take measures to prevent and control the pandemic such as: disinfecting meeting rooms, measuring body temperature, wearing mask, washing hands with sanitizer, sitting apart from each other.
The People’s Committees of districts and towns shall direct communes, wards and towns to maintain the operation of community monitoring group and front-line activities 24/24/7 to review, remind and urge every household to strictly comply with the pandemic prevention and control measures under the guidance of health agencies.
Department of Health: Based on the characteristics, nature and infection mechanism of the virus in the city, directing the localization, quarantine and testing plan according to the level of urgency suitable to each subject and area; Guiding and coordinating with the People’s Committees of districts and towns in directing, inspecting, and promptly and effectively detecting, quarantining and thoroughly localizing when detecting infectious cases and outbreaks. When detecting a case with positive Covid-19, urgently blocking, localizing, and disinfecting relevant places according to regulations; Quickly tracing, identifying the people coming into contact with infectious cases to conduct sampling and medical quarantine according to regulations; Making a list of F3 cases for surveillance and pandemic prevention purposes; Being determined to, in any resources and with all solutions, thoroughly handle emerging outbreaks.
Directing the City Center for Disease Control and the medical centers to coordinate with the hospitals and central units in the city in urgently making tests; Making tests of cases with fever, cough, shortness of breath during a medical examination in hospitals, and suspected cases and other necessary cases to ensure early detection of infectious cases for pandemic prevention and control purposes.
Directing and strengthening the inspection of hospitals and medical examination and treatment facilities in the city to develop and implement plans for classification, screening and testing under the guidance of the Ministry of Health for timely detecting any infectious cases, absolutely preventing the spread of the pandemic in hospitals and medical examination and treatment facilities; Making plans for ensuring safety for health officials and workers, people involved in pandemic prevention and control, and patients, especially the elderly and people with existing diseases; Allowing only one caregiver for a severe patient; Not visiting patients at hospitals in the area; Strictly complying with regulations on safe hospitals and clinics as prescribed by the Ministry of Health.
Reviewing and preparing resources, making plans for mobilizing experts, medical students, and retired doctors and physicians in the area (when necessary); Buying necessary medical equipment, instruments and supplies to meet the pandemic prevention and control requirements in the area.

The High Command of Hanoi Capital: Presiding over, in collaboration with the Department of Health, the People’s Committees of districts and towns, the centralized quarantine at facilities managed by the High Command of Hanoi Capital; Managing civil centralized quarantine facilities established by the City.
Hanoi City Public Security: Continuing to direct the public security of districts, towns, communes and townships to, in collaboration with local authorities and health facilities, promptly review cases F1, F2, F3 and people returning from pandemic areas in Hai Duong and Quang Ninh provinces, following the motto of approaching each area, each household, each person for pandemic prevention and control purposes; Assuming the prime responsibility for, and coordinate with functional authorities in, enhancing inspection, detecting and strictly handling people who illegally entered Vietnam, gave false information, failed to make medical declarations, made untruthful declarations, or violated pandemic prevention and control measures according to regulations.
Department of Industry and Trade: Reviewing commodity contingency plans according to the pandemic prevention and control plan; Strengthening the goods connection and circulation; Ensuring to meet the consumer’s needs, especially during the Lunar New Year 2021; Coordinating with the People’s Committees of districts and towns in ensuring the supply of goods for people in quarantined areas.
Department of Information and Communications, People’s Committees of districts and towns, Hanoi Radio and Television, the city’s press agencies: Strengthening the adequate, timely, public and transparent information and propaganda on pandemic developments; Propagandizing the good implementation of recommendation “5K”: Mask – Disinfection – Distance – No people gatherings – Medical declaration; Propagandizing and instructing the installation and use of traceability applications, Bluezone applications, and medical declaration applications.
Department of Labor, War Invalids and Social Affairs: Organizing the effective implementation of social security support packages and business support according to regulations; Strengthening the inspection of pandemic prevention and control at social protection facilities, facilities where people with meritorious services are cared, vocational education institutions, drug addiction treatment centers, etc.
Department of Transport: Strengthening the inspection and supervision of COVID-19 pandemic prevention and control at bus stations, wharves, public transport vehicles; Requiring vehicle owners to be responsible for ensuring the pandemic prevention and control when doing transport business.
Department of Education and Training: Assuming the prime responsibility for, and coordinate with the Department of Health in, directing and guiding the examination of pandemic prevention and control at schools; Preparing plans for online teaching when necessary to ensure the pandemic prevention and control as directed by the Ministry of Education and Training and the City authority.
Department of Culture and Sports: Strengthening the inspection and handling of violations of pandemic prevention and control work in the fields of culture, sports, festival management; Propagandizing the implementation of cultural lifestyle and the City’s codes of conduct; Advising and guiding cultural activities in the area to ensure absolute safety and pandemic prevention and control.
Hanoi Market Management Department: Strengthening the market management to avoid speculation and price escalation; Inspecting and controlling goods of unknown origin, counterfeit goods, fake goods, paying attention to goods serving the pandemic prevention and control; preventing wildlife transport and trafficking.
Departments, branches and units directly under the City: based on their functions, tasks and assignments by the City People’s Committee and the Steering Committee for COVID-19 Pandemic Prevention and Control, promptly and effectively implementing the assigned pandemic prevention and control measures.
The Management Board of Hanoi Industrial and Export Processing Zones: in collaboration with the Steering Committee for Pandemic Prevention and Control in districts and towns, directing enterprises in industrial parks and export processing zones to implement COVID-19 pandemic prevention and control measures as directed by the Prime Minister and guided by the Ministry of Health. Enterprises are only allowed to maintain operation when meeting the requirements for COVID-19 pandemic prevention and control.
People’s Committees of districts, towns: Taking comprehensive responsibility for the prevention and control of COVID-19 pandemic in the area; Strengthen the inspection and strictly implementing pandemic prevention and control measures as directed by the Prime Minister, the Ministry of Health, the Standing Committee of the City Party Committee, the Permanent Committee of the City Party Committee, City People’s Committee and the Steering Committee for COVID-19 pandemic prevention and control in Hanoi city.
Continuing to launch the mass movement; coordinating with the Fatherland Front and local organizations in propagating to each residential group, residential area, and household so that everyone voluntarily implements the City’s pandemic prevention and control measures. Directing communes, wards, townships and functional forces to continue reviewing cases F1, F2, F3 and people returning from the pandemic areas of Hai Duong and Quang Ninh provinces, following the motto of approaching each area, each household, each person for pandemic prevention and control purposes; Requiring households to make a commitment on making medical declarations; Drastically directing the tracing of contacts, strictly managing the quarantine and post-quarantine, and conducting medical monitoring at home; Managing cases of temporary absence, temporary residence, promptly detecting people who illegally entered to the community, and people returning from pandemic areas without medical declaration according to regulations; Directing agencies and units in the area and places where many people gather (such as supermarkets, markets, stations, etc.) to make plans for pandemic prevention and control, and to self-equip necessary means and supplies for pandemic prevention and control.
Directing the strict implementation of concentrated quarantine at quarantine facilities at hotels, and other concentrated quarantine facilities other than the ones managed by the Hanoi Capital Command as guided by the Ministry of Health; Immediately removing vendors on sidewalk, where many people gather; Strengthen the inspection and supervision of pandemic prevention and control and strictly handling violations of pandemic prevention and control regulations in the area as prescribed.
Requesting Vietnam Fatherland Front Committee in Hanoi city and the city’s socio-political organizations to coordinate with the authorities at all levels to strengthen the mobilization of people to raise their awareness of self-consciousness and active participation in the pandemic prevention and control; Continuing to mobilize, care for and support people in difficulty due to the pandemic in the city; Mobilizing and organizing the receipt and effective use of funds, medical equipment and supplies in service of the pandemic prevention and control.
