The breakthrough in PAR Index

According to the result report of the PAR Index 2021, recently announced by the Government’s Administrative Reform Steering Committee, Hanoi ranked the 10th with the result of the PAR index of 88.54% (In 2020, Hanoi ranked the 8th with a result of 86.07%).

And according to the report on the results of the PAR index in 2021, just announced by Hanoi City, the Department of Finance is at the top of the department section with an index of 89.83%; Cau Giay district ranks first among districts, towns with PAR index of 95.24%. Department of Natural Resources and Environment and Thuong Tin district ranked the last in the PAR index.

From the above results, some units continue to maintain a stable PAR Index with high rankings for many years (Department of Finance, Department of Home Affairs, People’s Committee of Cau Giay District, People’s Committee of Long Bien District…). In addition, many units have had determination and breakthroughs in administrative reform such as Department of Labor, Invalids and Social Affairs, Department of Education and Training, Committee for Ethnic Minority Affairs, People’s Committee of Ha Dong District, People’s Committee of Quoc Oai District, and the People’s Committee of Ba Vi district…).

Ranked 2nd in the whole city in the PAR index in 2021 at the department level, having just been awarded the Certificate of Merit by the City as a unit with outstanding achievements in PAR, Director of the Department of Labor, Invalids and Social Affairs of Ha Noi, Bach Lien Huong, said that with several professional fields, large management subjects and large workload, the number of administrative procedures of the Department currently implementing is 163 procedures, accounting for nearly 9% of the total of over 1,800 administrative procedures of the City.

The director of the Department of Labour, Invalids and Social Affairs shared that, being aware of the specifics of the industry, understanding the psychology and mood of citizens when coming to the Department to work, especially a specific group of subjects, the administrative procedure department, when communicating with citizens, always identifies clearly their responsibilities and attitudes to perform tasks.

“Reducing the time and reducing the composition of documents for each procedure has helped the Department save a lot of time, increase the ability to receive documents and handle the quality of work,” said Comrade Bach Lien Huong.

Being a unit leading in the PAR Index for 3 consecutive years (2019, 2020, 2021) at district and town level; leading the Satisfaction index of people and organizations with the service of administrative agencies in 2021, a representative of the People’s Committee of Cau Giay district said, all these results have been achieved thank to the comprehensive leadership and direction of the party committees and district governments in maintaining high rankings in administrative reform.

According to Head of the Home Affairs Division of Cau Giay District Nguyen Minh Hien, in 2021, the total number of dossiers received at the “one-stop shop” section in the District People’s Committee is 6,926 ones; and the dossiers handled at the “one-stop shop” section of the wards were 110,148 ones. Due to the good performance of receiving and handling administrative dossiers, the rate of dossiers being resolved on time at the District People’s Committees and People’s Committees of wards reached 100%. In 2021, the district launched the registration of new initiatives and ideas on all PAR tasks in order to find solutions to further improve PAR work in the 2021-2026 period. As a result, the whole district has 23 initiatives, of which, there were 2 initiatives of the Finance – Planning Division. The Office of the People’s Council and the District People’s Committee were selected for pilot implementation for “Communicating administrative procedures: Issuing business household registration certificates and tax registration certificates to business households and individuals in Cau Giay district” and “Application of information technology software to manage district People’s Council meetings”.

Focus resources on the implementation of PAR tasks

The implementation of the PAR Index 2021 of the city’s administrative units is evaluated scientifically, objectively and transparently. Along with the fairness of the Evaluation Council, the evaluation process is strictly implemented. The units are explained, supplemented with verification documents to ensure the honest assessment results of the shortcomings, limitations, as well as clearly stating the positive results, honestly reflecting the PAR picture of the whole City.

The City People’s Committee requires that in the coming time, districts and towns will focus on strengthening the leadership, direction, improving the roles and responsibilities of the leaders; considering PAR as a central task of the unit. The annual results of the PAR index of agencies and units would be considered as one of the important criteria to evaluate the capacity of the leaders; evaluate and rank officials, civil servants and public employees in association with emulation and commendation work.

Along with that, the city has stepped up administrative reform, taking people and businesses as the service center. Departments and branches need to actively research and advise the City People’s Committee on specific solutions to continue improving the effectiveness of direction and administration in the field of PAR.

Civil servants of the “one-stop shop” section of Hoan Kiem District People’s Committee quickly handle procedures for people

Before, at the end of March 2022, the People’s Committee of Hanoi City had a plan to review and evaluate administrative procedures; review, make statistics and build the process of inter-connected administrative procedures in 2022 in the city.  The plan promulgated together with Decision No. 1003/QD-UBND aims to promptly amend, supplement, replace and annul unnecessary and inappropriate administrative procedures and regulations. The Plan focused on ensuring the simplification of administrative procedures and related regulations, saving time and costs for individuals, organizations and state agencies; strengthening the implementation of administrative communication.

According to the Hanoi Department of Home Affairs, in 2021, the city has reviewed 550 procedures and approved a plan to simplify 177 administrative procedures, approve 1,754 internal procedures for handling administrative procedures, creating favorable conditions and reducing costs for people, organizations, and enterprise.

In the coming time, Hanoi City will continue to effectively implement Resolution No. 76/NQ-CP of the Government; Directive No. 23 of the Prime Minister on accelerating the implementation of the State PAR Master Program for the 2021-2030 period. In the period of 2021-2030, the City will focus on strongly developing digital government, digital economy and digital society; fundamentally and comprehensively renovate the management and administration thinking of the government, especially PAR, towards the satisfaction of people and businesses.
