With a fierce focus on directing, instructing, and managing right from the beginning of 2017, Long Bien District has achieved various positive results in socio-economic development and national security and defense in the first six months of the year. The economy continues to grow and many targets have been met with results exceeding expectations.

The district’s economy continued to grow in the first six months of the year. Total retail sales of goods reached VND 9,226 billion, an increase of 95% over the same period. Industrial and construction production value is estimated at VND 9,039 billion, or 138.8% of the value reached in last year’s corresponding period. 559 new businesses were established, bringing the total number of enterprises to 6,577 (an increase of 614 enterprises over the same period). Budget revenue is estimated at VND 3,242.6 billion, accounting for 80% of the district’s estimate of VND 4,068 billion for the year, an increase of 21% over the same period. Budget expenditure is estimated at VND 620.96 billion, or 45% of the estimate figure.

Up to date, the district has launched 27 out of 28 projects, approved finalization of 19 out of 20 projects, and completed and put into use 14 out of 18 projects planned for the first 6 months. The district also put focus on plot inspection of key projects, ensuring the implementation progress of projects in preparation for the 2017-2018 school year and long-running projects that caused great concern among the people. A specific mechanism for 3 projects will be proposed to the city. The disbursement rate of basic construction projects reached 93% compared to plan, of which the district disbursed VND 232 billion compared to the planned value of VND 220 billion for projects implemented by the district itself.

The establishment of urban order continued to be deployed with the application of synchronous measures. The district’s authorities have tightened the inspection and supervised the handling of traffic violations and violations of urban order and public order on streets, sidewalks, and parking lots in localities. Business owners have signed written commitments on remedies and non-recidivism. A security camera model has been piloted in Bo De Ward and Gia Thuy Ward.

The district has proposed to the city a number of measures to ensure traffic safety and prevent congestion, including installing signboards, establishing traffic islands, painting street marks, and installing road humps. The district will also tighten the inspection and handling of non-compliant vehicle stopping or parking cases, traffic violations, and unauthorized parking lots; carrying out schemes to manage and arrange parking lots in urban areas according to plan; establishing plans on pilot organization of stopping spots and parking lots on roadbeds on even and odd days; and implementing plans for adjustment and arrangement of signboards and signposts, especially on 11 roads and streets registered for urban standard.

 In the first 6 months of the year, the district issued 1,782 construction permits (1,402 official permits and 380 time permits). Of the 1,300 arising work items, 1,287 work items, or 99.4%, were licensed by the authorities. Construction tax revenue is estimated at about VND 7.3 billion on 1,287 work items, reaching 86.89%. Land management and land use right certificate issuance has been focused on, delivering results in excess of assigned targets. The authorities have granted 780 land use right certificates with the rate of issuance to trouble-free land plots reaching 100%, equaling to 107.5% of planned figure. Land use right certificates were also issued to 1,095 ineligible land plots. Management records were made on 419 land plots that had policy concerns or not yet gotten handed over by the owners for issuance of land use right certificates in the last 6 months of the year. Up to date, land use right certificates, land registration certificates, management records, and papers defining responsibilities of land users have been issued on 100% of land plots.

In addition, the district has successfully carried out the pilot administrative procedures at levels 3 and 4 under the direction of the city. The receipt and settlement of 3- and 4-level administrative procedures are under the jurisdiction of district and ward authorities. Of the 6,100 dossiers received, 99.23% or 6,053 dossiers were submitted online, in which 56% was estimated to be submitted by individuals. As of June 3, 2017, the District People’s Committee has received 8,820 administrative dossiers (including 1,609 public service dossiers), settled 92.8% or 8,186 dossiers, with 634 dossiers in the process of settlement. The rate of dossiers settled on time was 99.96%. Ward-level People’s Committees have received 36,564 administrative dossiers (including 5,205 public service dossiers) and settled 99,28% or 36,303 dossiers with 100% or dossiers settled on time.

The social security policy was also implemented timely by the district. Up to date, the mobilization of agencies, units, enterprises, and individuals has gained VND 1.7 billion for the Gratitude Fund. The district has reviewed and supported the construction and repair of 21 households of people with meritorious services to the revolution with a total expenditure of VND 875 million (11 houses of which were repaired using the Central and City’s support fund). 18 out of 21 such houses have been handed over to the households. Additionally, over the first 6 months of the year, with the use of a series of positive solutions, the district has ensured employment for 2,580 laborers of the target 5,000 laborers, equivalent to a fulfillment rate of 51.6% of the plan.

Long Bien District has fully and promptly implemented policies to support 10,299 social welfare beneficiaries and poor and near poor people with a total expenditure of over VND 9.5 billion. Estimated number of households out of poverty in the first 6 months is 27 or 77% of the target 35 households assigned by the city. The poverty rate has decreased 0.31% over the same period.

In the last months of the year, Long Bien District will focus on the construction progress of key projects, especially the land use right auction project group aimed to create resources for development, projects in preparation for the school year 2017 – 2018, and projects that caused great concern among the people to ensure timely completion, and survey and make a report proposing investment policy for project group applying for specific mechanism. The district will also continue to implement the contents of the “2017 – Year of building order and urban civilization” plan and review and address arising problems and difficulties in issuing land use right certificates.

The district plans to organize visits and give gifts to 100% of families of people with meritorious services to the country. The district will also review and propose the commendation of units and individuals with good services to the Gratitude program, give savings books to people with meritorious services having difficult living standards, and organize martyrs’ cemetery visits and jointly organize candlelight tribute ceremonies.

The district will continue to effectively implement its social security policies, apply poverty reduction measures and solutions to poverty reduction in 2017, mobilize individuals and units to provide financial support to poor households who are unable to escape poverty, and continue job introduction programs for laborers.
