On December 11, the People’s Committee of Hanoi City issued Decision No. 6305/QD-UBND approving the plan to restructure administrative procedures in the fields of culture and sports. The chosen approach focuses on developing an end-to-end online public service within the framework of receiving and processing administrative procedures in the electronic environment, integrated into the National Public Service Portal under the authority of the Department of Culture and Sports and the district-level People’s Committees within Hanoi city.

The decision outlines the restructuring of the process for six administrative procedures in the fields of culture and sports, selecting the construction of an online public service integrated into the National Public Service Portal. Specifically, five procedures fall under the jurisdiction of the Department of Culture and Sports, including the issuance of professional certificates for restoring heritage sites, reissuing professional certificates for restoring heritage sites, granting licenses for exhibiting photographic works in Vietnam, issuing licenses for Fine Arts exhibitions, and organizing championship competitions for each sports discipline in the province or centrally governed city. Additionally, one procedure falls under the authority of the commune-level People’s Committees in Hanoi, namely the “Procedure for Recognizing Grassroots Sports Clubs.”

These administrative procedures are transparently listed and integrated into the National Public Service Portal.

The People’s Committee of Hanoi City has assigned the Department of Culture and Sports to lead and coordinate with relevant agencies and units. They are instructed to develop the electronic procedures in accordance with the decision to facilitate the provision of online public services, integrated into the National Public Service Portal, as stipulated.
