Implementation of Two Codes of Conduct to Shape the Conduct Culture of Ancient Town Residents

Immediately following the City’s issuance of two codes of conduct, Hoan Kiem District has formulated and released action plans for the implementation of “Code of Conduct for Officials, Public Servants, Employees, and Workers in Agencies under Hoan Kiem District,” tethered to the 5 cultural criteria for the conduct of residents in the Ancient Town; and “Code of Conduct in Public Places” within Hoan Kiem District. On August 16, the City’s interdisciplinary inspection team, led by Ms. Tran Thi Van Anh, Deputy Director of the Hanoi Department of Culture and Sports, visited Hoan Kiem District to oversee the implementation of the City’s two codes of conduct. Mr. Dinh Manh Hung, Deputy Director of the Department of Home Affairs, also accompanied the team.

Situated at the heart of the capital, Hoan Kiem District is the administrative, political, economic, and cultural center of Hanoi. It serves as a trading hub with numerous high-quality markets, commercial centers, and traditional craft industries. The district attracts a constant influx of domestic and international tourists for sightseeing, and a substantial number of laborers converge here for various business activities, contributing to the bustling economic, social, and security dynamics. Recognizing these challenges, Mr. Nguyen Quoc Hoan, Vice Chairman of the People’s Committee of Hoan Kiem District, stated that immediately after the City’s issuance of the two codes of conduct, the district developed and released action plans to implement the “Code of Conduct for Officials, Public Servants, Employees, and Workers in Agencies under Hoan Kiem District,” aligned with the 5 cultural criteria for the conduct of residents in the Ancient Town; and “Code of Conduct in Public Places” within Hoan Kiem District.

The District Party Committee and People’s Committee recently convened a comprehensive meeting to disseminate and deeply understand two codes of conduct throughout all levels of officials, party members, public servants, employees, and laborers within the district. This initiative aims to instigate a profound transformation in the awareness, attitude, and behavior of officials in carrying out their duties, executing tasks in collaboration with organizations and citizens, and contributing to the construction of a professional administrative system. Simultaneously, the district is striving to build a team of officials, public servants, employees, and laborers with the qualities of “Discipline – Responsibility – Dedication – Friendliness,” progressively establishing and refining cultural standards in speech, attitude, and behavior of individuals and organizations in public places within Hoan Kiem District. Notably, Hoan Kiem has leveraged information technology in delivering these codes of conduct directly to the computers of officials and public servants in district-level agencies.

In its periodic inspections conducted biannually, Hoan Kiem District has devised plans to assess agencies, units, and wards regarding their efforts in administrative reforms linked to the implementation of the codes of conduct for officials, public servants, and employees. In the first six months of 2023, the district has conducted examinations in 36 units with a total of 51 inspections. Through these evaluations, it is evident that officials and public servants across agencies, units, schools, and wards within Hoan Kiem District are well aware of the importance of adhering to administrative discipline and professional ethics in carrying out their tasks. They demonstrate a rigorous commitment to discipline, administrative principles, neat attire, courtesy, wearing badges, effective work, punctuality, avoidance of personal matters during working hours, compliance with internal regulations, and agency working procedures. They also seriously adhere to regulations on thrift, and anti-waste practices in the use of vehicles, and public assets. The district authorities are actively involved in the citizens’ reception process and the resolution of citizens’ tasks, ensuring the proper procedures and timelines are adhered to. In communication, interaction with citizens is characterized by politeness, respect, attentive listening, clear explanations, and specific guidance on work-related regulations. There is no display of arrogance or obstructive behavior causing difficulties or inconveniences while performing tasks. In communication and interaction with colleagues, a friendly attitude and collaborative efforts in task execution are evident. This concerted effort aims to bring about a substantial transformation in the awareness, attitude, and behavior of officials in carrying out their duties, executing tasks, and resolving work-related matters with organizations and citizens, in their families, and within society. It contributes significantly to building a professional administrative system and establishing a team of officials, public servants, employees, and laborers in Hoan Kiem District with the qualities of “Discipline – Responsibility – Dedication – Friendliness.”

According to Mr. Nguyen Quoc Hoan, to attract tourists, Hoan Kiem District is placing significant emphasis on maintaining public order, ensuring environmental hygiene, and implementing plans to organize motorbike parking on sidewalks that align with the district’s unique characteristics. The district is also actively installing and supplementing public restrooms, and various types of trash bins along streets, and addressing and removing informal advertising boards. Complex focal points within the district are being eradicated. With the resolute implementation of these measures, there is a noticeable transformation in urban order, traffic safety, and environmental hygiene within the district, contributing to the development of urban culture and creating a green, clean, and aesthetically pleasing environment.

However, Deputy Chairman of the District People’s Committee Nguyen Quoc Hoan also pointed out existing limitations. A portion of the public’s awareness in adhering to public conduct regulations is not sufficiently high. Although there have been positive changes in urban order and environmental hygiene, issues persist, such as encroachment on business roads and improper waste disposal. The inspection and handling of violations have not been timely and decisive, leading to recurrent offenses. While the conduct regulations establish universal behavioral standards, the understanding and habits vary among individuals. Therefore, changing these behaviors will require time and continuous effort.

In the upcoming period, Hoan Kiem District will continue to strengthen the leadership role of Party committees and government authorities, enhancing the responsibilities of leaders at various levels, including offices, units, and schools, as well as the 18 wards, in implementing the two Codes of Conduct. The focus will be on disseminating and mobilizing officials, civil servants, laborers, and residents throughout the district to effectively implement the two Codes of Conduct, closely aligned with the five cultural criteria governing the conduct of residents in the ancient quarter. Based on the city’s inspection standards, Hoan Kiem District will conduct its own examinations regarding the implementation of the Codes of Conduct. Mr. Nguyen Quoc Hoan added that the People’s Committee of the district has scheduled plans to collaborate with the Women’s Union in September to organize a seminar to propagate and mobilize women to adhere to the Codes of Conduct in public places.

Constructing an Efficient and Friendly Working Environment

During the working session, Deputy Director of the Department of Home Affairs Dinh Manh Hung, who is also the Deputy Leader of the Inspection Team for the Codes of Conduct, shared insights. The administrative reform index provides a comprehensive picture reflecting the leadership, guidance, and management processes undertaken to fulfill socio-economic development tasks, ensuring national security and social welfare in Hoan Kiem District. In recent years, due to the robust digital transformation efforts, the administrative reform index of Hoan Kiem District has progressively increased annually, presently ranking at the top of the city. This significantly contributes to improving the government’s efficiency and the quality of service provided to citizens and businesses. It serves as a metric for evaluating the effectiveness of work and conduct by officials, civil servants, and laborers in workplaces.

Additionally, Deputy Director Dinh Manh Hung proposed that Hoan Kiem District should intensify its inspection of public duties. Workspaces should be organized with neat document files, and information boards need to undergo a review to remove outdated documents and regulations.

Further, Hoan Kiem stands as the central district of the city, adorned with numerous historical landmarks and public spaces that captivate a plethora of tourists. Consequently, the Deputy Director of the Department of Home Affairs, Dinh Manh Hung, proposes that Hoan Kiem District intensify its public awareness campaigns regarding the Codes of Conduct in public spaces. These campaigns should employ vivid visual presentations tailored for both local laborers and visitors who come for accommodation, work, and exploration, fostering an understanding and effective adherence to the public conduct norms. Environmental hygiene measures need to be upheld to cultivate a green, pristine, beautiful, friendly, and civilized environment.

In her concluding remarks during the inspection session, Deputy Director of the Hanoi Department of Culture and Sports, Tran Thi Van Anh, commends the effective implementation of the Codes of Conduct in Hoan Kiem District. The deployment of relevant documents has proven efficient, with many of these texts supporting the city’s awareness campaigns, amplifying the models for implementing the two Codes of Conduct concerning administrative reform and public conduct. The district has prioritized ensuring that civil servants, officials, and laborers fulfill their responsibilities excellently while also providing quality services to citizens during transactions. Hoan Kiem District has demonstrated strength in utilizing digital platforms for leadership and task execution. The inspection at Cua Dong Ward People’s Committee revealed a small yet well-organized workspace, effective dissemination of awareness campaigns and Codes of Conduct, friendly interactions with citizens by officials, and innovative applications of electronic platforms for Codes of Conduct campaigns. These efforts contribute significantly to fostering an efficient work environment, enabling officials and employees to successfully accomplish their assigned tasks.
