One of the prominent results is that Long Bien District approved 02 conventions, including The convention on developing cultural residential group, keeping and protecting the green – clean – beautiful environment and The convention on building civilized residential group, well implementing regulations on urban order. According to Vice Chairman of the District People’s Committee, Mr.Nguyen Manh Trinh, the development and implementation of the two approved conventions aims to promote the power of the political system, uphold the community’s self-governance in propaganda and advocacy, raise the awareness and responsibility of each citizen, household, authorities, units and businesses in the district in maintaining hygiene and keep the environment green – clean – beautiful. Those conventions also help create positive changes in the implementation of a civilized lifestyle build a cultural, ethical and healthy lifestyle, contribute to improve the quality of developing cultural residential groups and spiritual life for all people. Thereby, they promote the successful completion of political, socio-economic tasks, ensuring security and defense, turn Long Bien district into a sustainable, civilized and modern urban area.

Outstanding results
During the implementation, 02 conventions have received the support and response of a large number of people with outstanding results. Some of them include: The District has established and effectively maintained 18 environmental volunteer clubs, effectively deployed bright – green – clean – beautiful – blooming schools, keep offices green – clean – beautiful. The flower streets are widely spread, 30 destinations where trash turned into flowers are created. The district has also launched peak periods to clean the streets on big holidays and especially has regularly maintained general cleaning at authorities, units, neighborhoods, residential areas every Saturday and Sunday morning. Grease separators have been installed in schools, 128 food and beverage establishments, and 26 markets that discharge oil and grease directly into drainage system. 100% of restaurant businesses in the district have a standard wastewater treatment system.

Authorities, units, schools in the district have strictly implemented not using plastic bottled drinking water in conferences and meetings, replacing them with glass water bottles or large 20 liters water bottles. People do not use non-degradable plastic bags, plastic cups, straws, single-use plastic containers and replace with recycled, reused products or biodegradable substances. At supermarkets and commercial centers in Long Bien, all biodegradable and environmentally friendly bags have been used. The markets reduce 50% of the use of plastic bags and single-use plastic products. Charcoal stoves are completely abandoned in every household in the district.
However, besides the outstanding results achieved in developing cultural residential groups, keeping the environment green, clean and beautiful and implementing urban civilization, there are still some limitations that need to be overcome. There are still cases of people putting garbage at the entrances of alleys, roads and streets, carrying and putting waste at the wrong place that caused pollution and affected of the city’s appearance. The sense of compliance with the regulations on urban order of some people is not good. In some places, people have violated urban order without officials’ control.

Continue to improve the efficiency of urban direction and management, associated with the construction of a civilized urban area
With the development trend and rapid urbanization in Long Bien district in particular and the whole city in general, the district have come up with numbers of solution for improving the efficiency of urban direction and management, in association with the construction of a civilized urban area:
Mobilizing the participation of the whole political system, authorizes, units, businesses and all people in the district to participate in cleaning and maintaining environmental hygiene in order to create a change in awareness, roles and responsibilities of the whole political system, authorities, units, businesses and people in environmental protection. The participation includes specific and practical activities. The general cleaning should be considered as a regular and consistent political task, a responsibility of each official, party member and citizen.

In addition to organizing propaganda on the radio station system, visual propaganda system such as panels and posters in public places, the district will also focus on the inspection and punishment of cases which violate the environment cleaning, urban order, urban appearance of pubic officers to raise the people’s awareness and compliance.
The District continues to review and require the installation of wastewater treatment systems in food and beverage establishments, schools and especially at production establishments, which generate great amount of wastewater during their operation. Those units also perform the centralized wastewater treatment complex before discharging to the common wastewater system.
The locality has maintained the application of conventions in the residential group, continued to review, amend, supplement and research to create new conventions that suitable for the district’s situation and not breaching legal documents.
It is hoped that with these solutions, in the coming time, Long Bien will continue to achieve new results in developing cultural residential groups, keeping the environment green, clean and beautiful. All activities will make great contribution to the urban civilization, successful implementation of the economic and social development goals set by the district.
